Montecitorio ratifica la Convenzione di Istanbul: questa la politica che mi piace, non quella di Aula deserta

Oggi Parlamento sana ritardo francamente intollerabile per cui tutti dobbiamo fare un pò di autocritica


Sulla tutela delle donne il Parlamento risponde con una sola voce. E’ questa la politica che mi piace, e non quella di un’Aula deserta mentre si discute un tema così importante su cui, in un Paese civile come il nostro, la politica ha il dovere di impegnarsi e rispondere con la massima attenzione e priorità.

L’unanimità di consensi raggiunta oggi sulla ratifica della Convenzione di Istanbul è un bel segnale che arriva dal Parlamento. Un voto che mi emoziona e mi rincuora anche a fronte dell’impegno con cui, nella scorsa legislatura, avevo incessantemente dedicato particolare attenzione all’iter di ratifica, e sollecitato prima il Governo e poi il Parlamento ad accelerare i tempi per l’entrata in vigore della Convenzione.

Con il voto di oggi la Camera dei Deputati sana un ritardo che era francamente intollerabile e per cui tutti dobbiamo fare un pò di autocritica. Sono certo che anche il Senato mostrerà la stessa sensibilità e attenzione.

Vittime di terrorismo: il contributo dell'ex Commissario Ue su El Mundo


Y Europa, por fin, conoció a todas sus víctimas

El impulso de España permitió poner en marcha la primera red en la Unión Europea.El terrorismo no conoce fronteras. Los atentados del 11-M en Madrid abrieron muchos ojos, muchas miradas que no entendían más terror que el autóctono, el de ETA. El resto de Europa y del mundo fijó la mirada en España y se dio cuenta que podía pasarle a cualquiera, de que, de nuevo, la imagen de las Torres Gemelas no fue un espejismo: la realidad, el terrorismo sin fronteras. 

Y por este motivo se puso en marcha una iniciativa pionera que partió desde España, un proyecto piloto arrancó en Madrid en 2006 y acabó obteniendo el aplauso, el visto bueno y todas las bendiciones para sacarlo adelante de la Comisión Europea de entonces, en la que el italiano Franco Frattini, firme impulsor de esta iniciativa ya asentada, era vicepresidente de la CE y comisario de Justicia e Interior.

Fue María Lozano quien puso negro sobre blanco un plan para tratar de unificar sensibilidades sobre el terrorismo en toda Europa.

Su objetivo: la creación de la primera red de asociación de víctimas de terrorismo en la UE.

«Supuso un reto enorme, al no existir nada hasta ese momento en la Unión Europea en materia de víctimas de terrorismo y al encontrarnos también con algunas reticencias», recuerda Lozano. Y es que no todos los países de Europa tenían la misma sensibilidad y las mismas ganas de que el terrorismo ocupara el primer plano de la actualidad. Pero las reticencias se vieron poco a poco, y con una ardua labor, superadas, ya que el enfoque no era el terror sino sus víctimas, que no estuvieran ni en el anonimato ni en la mayor de las indefensiones.

El lanzamiento de una licitación pública para dirigir la primera red oficial de asociaciones supuso el mayor reconocimiento que desde la Comisión Europea se pudo hacer. Y se puso en marcha un concurso para dirigir la red. Y desde 2008 está al frente de ella María Lozano. Según explica la responsable, el compromiso e implicación personal de todos los comisarios de la Comisión Europea ha sido siempre fundamental, comenzando por Frattini, el primer y mayor apoyo a las víctimas del terrorismo en la UE, y hasta Cecilia Maastrom, que apuesta firmemente por la actuación de las víctimas de terrorismo en materia de prevención.

Durante estos cuatro años la dirección ha sido española, lo que ha posibilitado que el tratamiento más favorable que a las víctimas del terrorismo se da en España pudiera ser conocido en otros países de la UE. Fue un altavoz enorme para que todos los países socios conocieran la realidad que llevan viviendo las víctimas de ETA y del 11-M.

«Nuestro objetivo fundamental ha sido llevar la voz de las víctimas a todos los lugares de la Unión Europea y en ese sentido la aportación de las españolas ha sido decisiva», recuerda María Lozano.

El crecimiento de los integrantes de la red ha sido exponencial: de siete organizaciones miembro en un primer momento, se ha pasado a 36. Se han celebrado conferencias en lugares tan dispares como París, Turín, Amsterdam, Warrington (Reino Unido), Londres, Lisboa o La haya, posibilitando que la voz de las víctimas pudiera ser oída en todos esos lugares. En algunos de ellos, históricamente, habían intentado dejar encerradas y sin voz a sus víctimas, a las que han padecido el terrorismo en su país. Esta red les ha abierto a Europa.

Además, se ha avanzado en la unión y la coordinación del trabajo de todas las asociaciones de víctimas en la UE, «aspecto que antes de esta red no había sido posible».

Asimismo, la red ha impulsado la primera Carta Europea de Derechos de las Víctimas del Terrorismo en la Unión Europea, uno de los pilares de la actual y reciente Directiva de Víctimas de Crimen.

Ademaá, fruto de la influencia española en esta red, se ha logrado que la fecha del 11-M no quede sólo como recuerdo de fronteras hacia dentro: se ha convertido en el día europeo en recuerdo de las víctimas del terrorismo.

La labor de esta red ha sido fundamental. Ha logrado sacar del encierro y del oscurantismo más absoluto a muchas de las víctimas que hasta ahora, en sus países de origen, no habían logrado ningún tipo de reconocimiento. Ahora tienen voz, y un gran altavoz europeo fruto de las iniciativas españolas.

«Hemos logrado el fortalecimiento del movimiento asociativo en países en los que las víctimas estaban aisladas y desorganizadas», incide Lozano. «Ha sido un orgullo y un privilegio, como española, el haber colaborado a la creación y oficialización de esta red y el haberla dirigido desde sus orígenes hasta el día de hoy», añade.

Y el trabajo de esta red tiene el claro reconocimiento de una de las personalidades que más la impulsó. Franco Frattini: «Creo que la creación de esta red era innovadora, además de necesaria, para fomentar la solidaridad de la ciudadanía europea con las víctimas y para coordinar el trabajo que se estaba realizando por parte de las asociaciones de víctimas en toda la UE».

El que fuera propulsor de la iniciativa valora como muy relevante el papel de la directora y su nacionalidad española: «Sin duda, este trabajo se ha realizado de manera eficaz y muy dinámica. Prueba de ello es el crecimiento del número de organizaciones asociada y el papel principal que, como consecuencia del lanzamiento de esta red, las víctimas del terrorismo están teniendo en el escenario político de la Unión Europea».

Durante la ultima conferencia de la Red celebrada en La Haya, la Comisión Europea felicitó y agradeció a María Lozano y a su equipo la creación de esta red de asociaciones de víctimas de terrorismo que antes no existía y cuya labor ha sido tan importante. Gracias a estos primeros pasos se ha iniciado una nueva etapa para las víctimas del terrorismo en la UE.

Por su parte, Luis Aguilera Ruiz, subsecretario del Ministerio del Interior, entiende que la red «permite aunar esfuerzos para que las voces de las víctimas y de sus familiares crucen fronteras y puedan hacerse oír en toda la Unión. Porque, como por desgracia sabemos, la expresión de totalitarismo, odio e intolerancia que constituye el terrorismo no se limita ya al interior de nuestros estados, sino que constituye una amenaza para el conjunto de la comunidad internacional», aseguró durante uno de los últimos actos de la red bajo dirección española.

25 novembre: Giornata internazionale per l'eliminazione della violenza contro le donne



Oggi si celebra la Giornata mondiale per l'eliminazione della violenza contro le donne, ed è proprio in questo importante giorno che torno a ribadire la necessità che il Parlamento italiano, dopo la firma della Convenzione di Istanbul contro la violenza alle donne, da parte del governo italiano, proceda in tempi brevi alla sua ratifica in modo da accelerarne l’entrata in vigore.  

La Convenzione di Istanbul é il primo documento paneuropeo giuridicamente vincolante dedicato a combattere la violenza contro le donne e la violenza domestica: mi impegnerò io stesso, anche in qualità di coordinatore del gruppo ad hoc del Ppe sulla politica estera, a seguire questo percorso parlamentare nell’auspicio che, per quanto riguarda l’Italia, si proceda alla ratifica entro la fine di questa legislatura".

Violence and abuse affect women from all kinds of backgrounds every day. As many as seven in ten women around the world report having experienced physical violence at some point in their lifetime. The violence knows no geographical, cultural, social, economic or educational boundaries. It is a phenomenon that affects all societies and takes many gruesome forms: from sexual harassment to female genital mutilation, forced marriage to honour killings. Violence against women is arguably the most widespread human rights violation of our time. A violation that claims millions of victims every year and causes terrible physical and emotional pain. 

We must not only help prevent violence; we must also work to provide women with access to economic opportunities, to ensure their equal participation in public life, repeal laws and practices that continue to discriminate against them and ensure that homes, offices, streets and schools are safe for women and girls. 

The EU is committed to leading this work. We have made protection against gender-based violence a key feature of the EU's human rights strategy. And we have cleared the way for greater cooperation between the EU and the UN on this agenda. Women and girls are particularly targeted and vulnerable in conflict situations. We have therefore made it a priority for the EU's military and police missions to prevent and combat gender-based violence. The EU's mission in Kosovo is, for example, already involved in the investigation and prosecution of war rape cases and in strengthening the fight against human trafficking. And the EU is spending € 4 million to reduce violence against women in Egypt. 

The elimination and prevention of all forms of violence against women and girls is the priority theme of the UN Commission on the Status of Women's 57th session, which will be held in March 2013. The EU will work to ensure the Commission's success.

Violenza sulle donne: l'Italia firma la Convenzione



“La firma di oggi da parte dell’Italia della Convenzione europea per la prevenzione e la lotta alla violenza sulle donne è un passaggio fondamentale. Mi sono impegnata molto, con altre colleghe parlamentari di tutti gli schieramenti, perché si raggiungesse questo obiettivo. 

Tuttavia non finisce qui, ciò che conta veramente è l’attuazione della Convenzione. Per questo ho scritto al mio Capogruppo, l’On. Cicchitto, affinché nella conferenza dei capigruppo si faccia portatore della rapida calendarizzazione della ratifica di questo importante strumento internazionale, il primo giuridicamente vincolante in Europa per la creazione di un quadro giuridico completo per combattere la violenza tramite la prevenzione, l’azione giudiziaria e il supporto alle vittime.”

PACE rapporteurs welcome release of former Defence Minister Ivashchenko

Strasbourg, 16.08.2012 – The co-rapporteurs for Ukraine of the Parliamentary Assembly of the Council of Europe (PACE), Mailis Reps (Estonia, ALDE) and Marietta de Pourbaix-Lundin (Sweden, EPP/CD) welcomed the release on Tuesday of Valeriy Ivaschenko, who was acting Defence Minister in the cabinet of former Prime Minister Yulia Timoshenko. At the same time, they expressed their hope that his release would soon be followed by that of Juriy Lutsenko and Yulia Timoshenko whose ongoing detention is of concern to the Assembly.

“Mr Ivashchenko’s release is an important first step to resolve the issue of the imprisoned former government members in line with the expectations of the Assembly expressed in Resolution 1862 (2012) ,” said the co-rapporteurs. “We hope that his release will now soon be followed by that of Mr Lutsenko and Ms Timoshenko, whose continued detention is hampering Ukraine’s further European integration and casting a shadow over the preparations for the upcoming parliamentary elections in Ukraine,” they added.

Noting President Yanukovich’s wish to have the court proceedings take their course before any political intervention, they stressed that the court hearings for Mr Lutsenko, and especially Ms Timoshenko, should not be delayed indefinitely. “We reiterate our call for President Yanukovich to resolve this issue politically, especially if the courts are unable the hear the appeals of these two persons in the very near future. For the sake of Ukraine’s European integration and democratic development, Ms Timoshenko and Mr Lutsenko should be released before the elections take place, even if their appeals proceedings are still ongoing,” emphasised the co-rapporteurs.

The PACE Monitoring Committee will discuss the political developments in Ukraine during its next meeting in Paris on 4 September 2012.

Youth at the forefront of the North-South Centre



The North South Centre of the Council of Europe, in partnership with Braga-European Youth Capital and African Diaspora Youth Network in Europe (ADYNE), organised the 3rd Training Course for Youth Leaders of the African Diaspora in Braga, Portugal (21-27 May) that gathered around 25 participants. This training course aimed at strengthening the role of participants and their organisations with regard to Africa-Europe Youth Cooperation. The course was also an important tool for networking and to renew, enlarge and consolidate ADYNE (the network initiated by the participants of the first training course).

There was the opportunity to celebrate the Africa Day (25th May) together with the participants of the Institutional Meeting of Africa-Europe Youth Co-operation (that brought together representatives from YFJ, PYU, AU, ADYNE, CDEJ, AC CoE, NIYOA and NSC CoE). The celebrations included a one day seminar and cultural activities.

The Executive Director of the Portuguese Speaking Countries Community as well as a representative of the Secretary of State for Sports and Youth of Portugal were two of the speakers present.

The Institutional Meeting took place on the 26th May to discuss the planned activities for 2012 and prospects for Africa Europe Youth Co-operation Programme 2013-2015. This gathering was also an opportunity to launch preparations for the first meeting of the Africa Europe Youth Platform that will take place in November 2012, Addis Ababa – Ethiopia.

The next highlight in the Africa-Europe calendar will be the 8th Africa-Europe Training Course for Youth Organisations that will be held in the 4th African University on Youth and Development (13-20 July 2012, Mindelo-São Vicente, Cabo Verde) organised in the framework of the Joint Management Agreement between the European Commission and the North South Centre of the Council of Europe, in partnership with the European Youth Forum and the Pan African Youth Union.

The African University on Youth and Development that gathers annually more than 100 participants, is part of the Network of Universities on Youth and Global Citizenship, together with the University on Youth and Development (Mollina-Spain) and the University on Participation and Citizenship (that held its ninth edition last February in Uruguay).
The next “sister” University being held is the 13th University on Youth and Development in Mollina, Spain on 16-23September.

It is expected to gather more than 250 participants involved in different training courses, meetings and working groups. The Joint Theme defined for this year by the Network for all Universities is “Youth Rights”. The North-South Centre, together with the Network of Universities, will organise the Global Education and Youth Training of Trainers.

It is also gathering synergies for the development of a pilot Mediterranean University on Youth and Global Citizenship, to be held in November/December 2012

Violenza sulle donne, il governo firmi la convenzione del Consiglio d’Europa




Bergamini (Pdl): Con alcuni colleghi abbiamo presentato un’interpellanza urgente al Governo per chiedere per quale motivo non abbia ancora provveduto a firmare la convenzione del Consiglio d’Europa sulla prevenzione e il contrasto della violenza sulle donne e alla violenza domestica, pur essendo stato invitato a farlo dal Parlamento (qui l’ordine del giorno approvato e qui la nostra lettera al Ministro Terzi).

Chiediamo di sapere in che tempi il Governo italiano, in coerenza con gli impegni già assunti in tal senso in sede parlamentare, intenda sottoscrivere la convenzione che rappresenta il primo strumento internazionale giuridicamente vincolante che si prefigge di creare un quadro normativo completo per proteggere le donne contro qualsiasi forma di violenza, grazie a misure di prevenzione, di tutela in sede giudiziaria, di sostegno alle vittime.

Hanno tra l’altro già proceduto a firmarla 21 Stati, tra i quali figurano Germania, Francia, Gran Bretagna, Spagna, Austria, Svezia, Finlandia, Norvegia, Grecia, Portogallo, Turchia.

World Forum for Democracy: "between old models and new realities"

In bringing together high-ranking political officials, leading public figures, Nobel Peace Prize winners and civil society activists, the World Forum will allow for an exchange of experiences and perceptions and help identify risks as well as possible answers to today’s societal challenges.

Synergy and interaction will be fostered between several types of event which will make up the first Forum, scheduled for 5 to 11 October 2012.

The Forum will begin with a formal opening ceremony on Monday 8 October attended by leading international figures, to be followed by a meeting of experts from politics, civil society and academia, who will suggest new ideas on democracy related issues for the 21st century. The experts will participate in a one-day symposium with institutional leaders, parliamentarians at European and national levels, academics and young leaders from the network of Schools of Political Studies of the Council of Europe. 

Public workshops, arranged by theme and professional category, will also bring together figures from public life to pool experience and good practices relating to democratic governance, public participation and responsible journalism. These sessions open to civil society and to the public will propose new initiatives to strengthen democracies, including the oldest ones, in coping with the challenges of today.

On the sidelines of the Forum, a number of public events, such as a Democracy fair, a film festival, a meeting of the Youth Assembly, etc. will be held in various city venues.
