Libia, parla Frattini: "Russia e Turchia si spartiscono le zone d'influenza, Italia tagliata fuori"




Roma, 30 mag 12:35 - (Agenzia Nova) - Una confederazione della Libia vorrebbe dire partizione, ovvero uno scenario “drammatico” per l’Italia, mentre lo status quo “conviene a tutti tranne che a noi”. Lo afferma ad “Agenzia Nova” Franco Frattini, presidente della Società italiana per l’organizzazione internazionale (Sioi), già ministro degli Esteri italiano e vicepresidente della Commissione europea. Frattini ha commentato l’appello all’Italia lanciato dal leader del Blocco federale in Libia, Ali al Hashemi, che parlando a “Nova” aveva invitato l’Italia a sostenere una soluzione politica basata su un sistema federale suddiviso nelle tre regioni storiche: Cirenaica (est), Tripolitania (ovest) e Fezzan (sud). “L’ipotesi che alcuni chiamano federazione sarebbe inevitabilmente una divisione. Nella storia della Libia, le tre regioni Tripolitania, Fezzan e Cirenaica si sono sempre sentite diversissime le une dalle altre: è difficile immaginare che i berberi e i tuareg del deserto possano prendere ordini da Tripoli da Tobruk. La Libia è una, basata su una struttura tribale, con le milizie che controllano ampie porzioni di territorio. Più che una confederazione, la chiamerei una partizione della Libia e questo per l’Italia, è evidente, sarebbe un’ipotesi drammatica”, afferma Frattini, sottolineando come una confederazione/partizione vorrebbe dire consolidare le sfere d’influenza.

“Oggi abbiamo la Tripolitania con i turchi e i qatarini, mentre in Cirenaica ci sono i russi che addirittura hanno recentemente mandato degli aerei da combattimento, Egitto, Emirati Arabi Uniti e ovviamente alla spalle l’Arabia Saudita”, spiega ancora l’ex titolare della Farnesina. Quanto al Fezzan, regione ricca di petrolio, oro e terre rare, un’eventuale divisione “vedrebbe prontissimi Emirati e paesi del Golfo”. L’Italia, in altre parole, vedrebbe un paese alleato Nato, la Turchia, e uno Stato con cui ha rapporti storici, la Russia, in una situazione di status quo in Libia. “E’ chiaro – prosegue Frattini - che quando un paese come la Turchia diventa mentore del governo di Tripoli non c’è spazio per nessun altro. Non c’è spazio per l’Europa, e lo abbiamo già visto, né per l’Italia. Con la Russia noi abbiamo rapporti importanti, malgrado l’Italia abbia purtroppo condiviso la politica delle sanzioni, ma in Cirenaica abbiamo storicamente meno rapporti”. L’Italia, in altre parole, “verrebbe di fatto tagliata fuori”.

Un discorso a parte merita l’Eni, l’unica compagnia straniera che ha continuato a operare nel paese dalla rivoluzione del 2011. “Sono convinto che non verrebbe tagliata fuori dalla mattina alla sera, perché Eni ha una radicatissima presenza con pozzi offshore e inshore, nonché la centrale elettrica che fornisce elettricità a Tripoli”, spiega ancora Frattini. L’Italia, tuttavia, rischia di perdere peso geostrategico. “La missione europea Irini, difficile da lanciare e modesta come obiettivi, è criticatissima da Tripoli. Il ministro dell’Interno della Libia (Fathi Bashaga, ndr) mi ha personalmente detto che Irini è stata creata per favorire la Russia, perché intercetterebbe qualche nave che porta le armi dalla Turchia, e le porta davvero, ma non fa assolutamente nulla per tutti gli assetti militari che arrivano da terra o dal cielo dall’Egitto, dagli Emirati e dalla Russia. C’è una critica frontale a una missione che comanda l’Italia e questa non è la mia opinione, ma quella dell’attuale ministro dell’Interno della Libia”, aggiunge il presidente della Sioi.

Malgrado l’auspicio di Ali al Hashemi che il governo di Roma possa intervenire per favorire una negoziazione, Frattini ritiene che in questa fase l’Italia non abbia “la forza sufficiente per metter intorno a un tavolo turchi e russi e dire che anzitutto serve un cessate il fuoco”. Tuttavia, Frattini invita a prendere sul serio il tentativo del presidente del parlamento libico, Agiula Saleh, di avviare una riconciliazione. Il politico libico ha recentemente proposto un “road map” in otto punti secondo cui ciascuna delle tre regioni della Libia (Tripolitania, Cirenaica e Fezzan) dovrebbe scegliere un suo rappresentante in un nuovo Consiglio presidenziale “ristretto”, il quale dovrebbe poi nominare un primo ministro e i suoi vice che rappresentano le tre regioni, per poi formare un governo da presentare alla Camera dei rappresentanti per ottenere la fiducia. “Se c’è una proposta da guardare io guarderei a quella del presidente del parlamento libico”, spiega Frattini. “Ho degli elementi – aggiunge - che mi fanno dire che ad esempio i sauditi e gli emiratini non escluderebbe questa ipotesi da approfondire, ma anzi la ascolterebbero”.

Il problema, secondo l’ex ministro degli Esteri, è che né Governo di accordo nazionale (Gna), né l’Esercito nazionale libico (Lna) sembrano contare sull’appoggio di Roma. “L’Italia è vista con sospetto perché prima guarda a uno, poi all’altro, poi guarda di nuovo al primo. Nessuna delle parti in Libia ritiene che l’Italia sia schierata, ma in quei paesi se non ti schieri non sei affidabile”. Turchia e Russia, da parte loro, hanno schierato le truppe sul campo. E l’Italia? “Alla conferenza di Palermo – aggiunge l’ex vicepresidente della Commissione europea - il vicepresidente della Turchia se ne andò sbattendo la porta perché ci eravamo permessi di invitare pure Haftar al tavolo dei colloqui. Questa cosa non sarebbe mai accaduta a Mosca. Putin e Erdogan hanno comunque un’alleanza: i due si parlano, anche se sul terreno si minacciano, e come hanno fatto nel nord della Siria possono trovare un accordo”.

L’Europa, a giudizio dell’ex ministro degli Esteri italiano, è “inesistente”. L’Italia, che pur comanda la missione Irini, “non è considerata un broker in grado di riunire i contendenti”. Ciononostante, il governo di Roma dovrebbe impegnarsi per dire a Russia e Turchia di prendere in considerazione le proposte sul tavolo, come quella del presidente del parlamento. “Funzionerà il piano di Saleh? Non lo so, ma l’esito dello status quo, e lo dico con un po’ di brutalità, conviene a tutti tranne che a noi. Conviene alla Russia, perché consolida la presenza in Cirenaica dove ci sono petrolio, vie comunicazioni importanti sul Mediterraneo, e dove sta creando una terza base dopo Egitto e Siria. L’Egitto consolida i confini, ed è altrettanto felice. La Turchia ritorna dove gli italiani l’avevano cacciata tanti anni fa, prendendo il controllo del Mediterraneo centrale”, conclude Frattini. Franco Frattini speaks about modern politics and global threats at RANEPA 

On September 13, former Italian Foreign Minister (2004-2008), President of the Institute for Eurasian Studies Franco Frattini delivered a lecture at RANEPA on Important aspects of West-East relations: Challenges and prospects. 

The honorable guest was introduced by the Rector of the Presidential Academy, Vladimir Mau. Franco Frattini thanked the students for coming to his lecture. The last time he visited the Academy, he was awarded the RANEPA Doctor Honoris Causa title, the speaker said, adding that he was happy to continue cooperation with the Presidential Academy.

He spoke with the students about the relationship between Russia and the European Union and Russian-Italian relations. He noted that during his tenure as Italian Foreign Minister, relations between the two countries, as well as between Russia and the EU, were at the highest level. Franco Frattini regretted that contacts between Russia and the West are tense now, aggravated by the anti-Russia sanctions. He believes the EU has made a number of mistakes, which eventually led to the crisis. 


During his presentation, Mr. Frattini emphasized Russia’s prominent strategic role in promoting the resolution of the Syrian crisis, appreciating its strong presence and results achieved in the fight against terrorism. The speaker noted that while Russia was in Syria and contributed to the fight against terrorism, the EU did not intervene. He also discussed North Africa, including the role of Egypt, and Libya before and after Muammar Gaddafi. According to the speaker, the West should realize there are common interests, and the enemy is not the East or Moscow, but all those “asymmetric threats” such as cybercrime and chemical weapons in the hands of terrorists. We need to confront all these threats together, Mr. Frattini said.

Mr. Frattini’s lecture was organized by the Department of International Regional Studies and Regional Management of RANEPA Institute of Public Administration and Civil Service. 

Franco Frattini was awarded the RANEPA Doctor Honoris Causa title by Rector Vladimir Mau in 2018. Also in 2018, he agreed to co-head a new program on International Humanitarian Cooperation (a Russian-Italian program with in-depth study of foreign languages) at the IPACS Department of International Regional Studies and Regional Management.

I recall with a certain emotion when, in my quality of Foreign Affairs Minister of Italy, in 2002, I could attend an event that helped to make a step forward in the relations between the West and Russia. I’m referring to the historic handshake between President Putin and President Bush, under the auspices of the Italian Government of those days, which admitted Russia to be part of a NATO-Russia Council, thus breaking a cultural, historical, political and diplomatic wall. 

Much more than seventeen years have gone since that far-away 2002. It seems an entire historical period has gone, and unfortunately, today we see as the reestablishment of relations, of a strategic partnership are both in a complex, difficult, in some ways even frozen phase. I’m referring to the strategy that has resulted in the introduction of sanctions against Russia and, of course, to the Russian answer to Europe. 

If I go back to the origin of this crisis, namely the question of Ukraine, with the violent deposition of President Yanukovich, I think we should say that both sides - Ukraine and Russia - have made mistakes; but in my quality of European, of Italian citizen, coming from one of the founder countries of Europe, I am afraid I must say that big errors have been made by Europe. I also remember – I was then still Minister of Foreign Affairs – when in 2009 we celebrated the start of the so-called Eastern partnership, dedicated to Countries – such as the Ukraine, Moldova, Georgia – Europe had declared the intention of strengthening economic and political relations with; well, a failure of Europe dates back to that time, to the initial period of the Eastern partnership. And it's a mistake that, speaking at that 2009 Summit, I had signalled. 

Let me better explain. There was the temptation, maybe the tendency, and in any case we gave the impression, that Europe had created – through the Eastern partnership – a new fast track to the future adhesion of partners to the European Union and maybe even to NATO membership. After many years of negotiations for enlargement, following the success of the 2004 and subsequent enlargements, we gave the impression of wanting to overcome rules, procedures, policies, everything that we call « the acquis » – which any candidate State must reach – while indicating a new “political” process of accelerated accession. 

Certainly this accelerated accession neither would nor should have ever been referred to as perspective. This primarily because there are procedures that all countries must respect. And secondly because, doing so, we gave the impression – and it's an impression that surely did not correspond to the wishes of countries like Italy or France and Spain, which shared on this our same position – that this Eastern partnership was born and developed against Russia: not to cooperate but to counter. It appeared as a new containment policy that, extending to the future of NATO enlargement, certainly gave the impression the Europeans were not acting friendly toward Russia. A few years later, at the time of the negotiations for the signing of the agreement on cooperation and partnership between Ukraine and the European Union, once again that agreement was presented as an alternative arrangement in any Ukraine's ability to continue to work on the East with its main strategic partner, Russia. In other words, it gave the impression that for some EU countries (but not for the others) the real political choice was that Ukraine was faced with an alternative: either you choose the signature with Europe, or you choose the alliance with Russia. 

This alternative was wrong. I believe it is one of the causes of the crisis that followed, but today we have to analyse it calmly. Then, and it’s recent history, we saw the annexation of Crimea, the clashes in the Eastern provinces of Ukraine, and -as I said- errors by all the parties involved, up to the Minsk accords, which today constitute at the same time an objective and a start, because they establish the basis for commitments that must be fully respected on both sides. 

I hope that President Zelensky is changing the Ukraine attitude to engage with Russia, maybe within the “Normandy format” to the full implementation of Minsk Agreement. The announced exchange of prisoners would be a much welcome first step. Italy's position is known, and has been reiterated at the highest levels of the Italian Government. Italy accepted the sanctions policy against Russia for a duty of loyalty, in order to avoid splitting the unity of the European Union, and not because it was (or is) convinced that the way forward is that of economic sanctions, which, among other things, will damage some countries - first of all Italy -, much more than other EU countries. 

Unfortunately, after some years, the Italian successive governments were not strong enough to pretend, at the moment of renewing the sanctions, a deep and substantial political debate, instead of confirming every 6 months. Italy believes that a policy of re-engagement of Russia as a strategic partner is not only necessary, not only urgent, but even indispensable for some major themes of global geopolitics. 

And I'll explain. Our world is going through global and globalized crisis that certainly we cannot solve if the Russian Federation (and incidentally China) are not fully involved along with the West. Russia has certainly a key role in the Syrian issue, because its strategic role and military presence and the strong results achieved against Daesh are well known; where, unfortunately, we must admit, with the policy of the international community we are leaving Syria in the drama, terror, despair of millions and millions of refugees. 

Let’s look to North Africa, to Egypt, where Russia has been able to consolidate a strong presence, providing also with assistance and training to the Egyptian institutions, precisely at a time when some Western countries (but, I want to emphasize, this does not apply to Italy, which increased its relationships) had begun to abandon the current Egyptian Government, with the consequence of a greater fragility in that country. I think no one can deny how much more decisive a strong commitment of Russia in the UN Security Council would be, resulting in a more coordinated framework of solution for Libya, a country battered, divided, where the West thought they can do alone, while the Arab world is in its turn divided inside. The necessary consequence of all this is that, even today, the Security Council is unable to find a way to a resolution that will promote political unity, support, but also launch a serious offensive against terrorism and trafficking of human beings. 

More generally, I see the need for a revival of our engagement with Russia; it is necessary to recreate a strategic partnership in order to counter the challenge to global security and to fight against terrorism, which means cyberterrorism, the so-called cyber-crime; which means economic terrorism, with the huge amount of funding that terrorism still succeeds in collecting through illegal trafficking; and, finally, pure and simple criminal terrorism, Daesh's terrorism, which every day threatens to hit the heart of Europe, and in some case has already affected the European countries, and where – for reasons of convergence of interests – the Russian Federation has exactly our same interest in fighting terrorism before it reaches our homes. I know that the Minsk accords must be implemented; I know that the administrative decentralization of certain regions of Eastern Ukraine must be completed and strengthened to a structure whose virtuous example we Italians have in South Tyrol : the example of a really strong and advanced autonomy. 

I know that there are still investigations and doubts about many victims on each side. All of that is well known. I am equally well aware, in my experience, of the institutional concerns of the Baltic countries, countries that suffered during the Soviet period, countries which aim more to a defence and to a containment rather than to a re-engagement of Russia. I understand these feelings. But I believe that feelings of this kind may be partially mitigated, compensated, looking at an even stronger interest: the global interest, the interest to deal with problems that are common to all of us. That interest, not the divisions, should prevail. I believe this is the meaning of leadership that we expect, that my country expects, that – I think – many Europeans expect from the European Union, its institutions, the Governments of the European countries and also by the Government of the Russian Federation. I see an even worse scenario, if really Trump’s administration will deepen the impact of the U.S. withdrawal from international treaties on non proliferation and arms reduction. I hope that president Trump will be able to react to those, in many American élites and circles, who are pushing him to another cold war era, including nuclear tests and deployment of missiles, that would be exactly the opposite of what the world of today needs. 

It’s time for EU to first gradually review the sanctions-based policy vis-à-vis Russia. Maybe, making a first concrete step by re-opening channels and projects funding from the EBRD to the Russian small and medium enterprises, and so establishing a virtuous circle in view of lifting useless and – for EU and ITA – counterproductive sanctions. I think we should encourage President Trump’s proposal to invite back Russia to join G7, working again as G8 beginning with next year’s U.S. Presidency of G7. France was in favour during last month’s Biarritz G7, and Italy as well. Unfortunately, UK and Germany, because of their current political weakness, were unable to support that move. I hope that U.S. will insist. 

The newly appointed Italian government would be surely in favour. I believe that, rather than repeating mutual accusations, rather than risking falling back into a terrible logic of a new Cold War, it would be good to put on the table, as I tried to do quickly, subjects on which there is a converging interest: our interest as Europeans, Russian friends’ interest, and the entire Western world’s interest, because America and Europe share a goal of global security which cannot be conflicting with the objectives of security which the Russian Federation pursues against drug trafficking or arms trafficking or in contrast to nuclear proliferation. Russia as part of global solution: this should be a key, provided that in the West there are leaders strong enough to elaborate on that principle. These are truly global objectives, because they are goals corresponding to the rules, the founding principles of the United Nations themselves. 

I think today everyone must rethink the logic of confrontation and revive the logic of collaboration, being obviously ready to report when one or the other should let down a transparent sincere and loyal collaboration.

Frattini to Invest Foresight: There are not so many leaders in Europe

When attending the Gaidar Forum in Moscow, housed by the Russian Presidential Academy of National Economy and Public Administration, an outstanding Italian politician Franco Frattini, President of the Institute for Eurasian Studies and Foreign Minister in two cabinets, gave an interview to Invest Foresight in which he touched upon economic and political hardships in the present day relations between Europe and Russia. 




As he pointed out, “In some countries of the EU there is a perception that cooperation with Russia has been improved and should be improved further. In some recent years many Italian investors decided to invest further in Russia despite the stupid policy based on sanctions which is affecting Europe and Italy more than Russia. It was a decision where others decide and we pay the price. So now there are some countries which are rethinking that policy.” 

“In Europe, we have a problem of trust towards the Russian Federation. There are countries which do not trust Russia at all. Other countries, on the contrary, including Italy, consider that if we want to restore a global order, we have to cooperate instead of promoting confrontation with Russia,” Franco Frattini said, adding “There is also a problem of leadership. It is to our advantage to cooperate to restore a global order instead of being affected by terrorism, poverty, instability, or mass migration. Unfortunately, there are not so many leaders in Europe now. If there is no leadership, nothing is possible.” 

In his view, “The time has come to think about lifting sanctions. For a renewal of sanctions, we need unanimity, yet there could be a number of countries, such as Italy, Greece, Austria, Hungary, Cyprus – that would be enough to avoid a renewal of sanctions. Regarding sanctions on Russia, we have to be very frank and very clear: is that in the interests of Europe? For me, it is not.” 

According to Franco Frattini, “Europe is hugely divided on foreign policy and on security policy. Unfortunately, there is division on some key pillars of European treaties and there is a need for a highest level political discussion on the good reasons and good advantages to stay together.”

SIOI: BRICS, debate in Rome on areas of cooperation and role of Italy

Rome, 30 October 2018 - The Embassy of Republic of South Africa in Italy, SIOI and EURISPES, with the patronage of the Italian Network for the Euro-Mediterranean Dialogue (RIDE-APS) and of the Network of Anna Lindh Foundation in Italy, organized at SIOI in Rome a debate where experts and diplomats discussed the results of the BRICS' July 2018 summit in Johannesburg. 

After the greetings from SIOI President Franco Frattini and EURISPES President Gian Maria Fara, Amb. Shirish M. Soni, representing the current South African BRICS Presidency, described the new BRICS areas of cooperation and global development, which in the near future will have a significant impact on the international scene on areas and sectors of primary interest also for Italy. 

In light of the first decade of activity, the Ambassador of the Chinese People's Republic, Ruiyu Li, enlightened the BRICS impact on the economic and financial governance; the Ambassador of Brasil, Antonio De Aguiar Patriota, focused the large audience's attention on multilateralism and the BRICS proposed reform of the global governance's architecture; Pavel Knyazev, Vice-Director of the Policy Planning Department of the Ministry of Foreign Affairs and responsible of the BRICS negotiations for Russian Federation, highlighted BRICS contribution for peace and security, particularly in the Mediterranean and Middle Eastern turbulent areas; HE Sergey Razov, the Ambassador of the Russian Federation in Italy talked about the Russia's policies towards BRICS; the Vice Head of Mission of the Indian Embassy in Rome, Gloria Gangte, emphasized the BRICS action on the field of direct cooperation between peoples. 


After the first session, devoted to the speeches of the Bilateral and Multilateral BRICS Ambassadors, chaired by Franco Frattini, the second session, chaired by Eurispes Secretary General Marco Ricceri, opened with Dario Fabbri, SIOI lecturer and LIMES scientific advisor, who analyzed the geopolitical BRICS dimension. Enrico Molinaro, President of Mediterranean Perspectives and Secretary General of RIDE-APS, Head of the Anna Lindh Network in Italy, concluded the experts' debate presenting the acquis of the Eurispes Research Laboratory on BRICS, launching the proposal of setting up a permanent Forum Italy-BRICS, an innovative policy-oriented research instrument in cooperation with the BRICS Euro-Mediterranean coordination.

Mosca, 6 giugno (askanews) – La discussione doveva concentrarsi sulla Transnistria. Ma Franco Frattini coglie l’attimo, sfoderando un certo tempismo nel trovarsi a Mosca all’indomani delle parole di Giuseppe Conte sulla Russia, e “aggiorna brevemente” il capo della diplomazia locale Sergey Lavrov sul nuovo presidente del Consiglio italiano. 

“Lei ha visto cosa ha detto ieri, davanti al Parlamento italiano?” ha esordito Frattini, in uno scambio di battute con il ministro degli Esteri russo, al quale ha assistito askanews. Mosca “è un amico, noi vogliamo restaurare la cooperazione strategica con voi, mantenendo ovviamente la storica Alleanza Euroatlantica”. Il tutto proprio mentre a Parigi, il ministro degli Esteri francese Jean-Yves Le Drian a radio Europa 1, dichiara che la revoca delle sanzioni europee contro la Russia, richiesta dal nuovo esecutivo italiano, entrerà in gioco solo se il processo di pace in Ucraina farà registrare progressi. Dando appuntamento a lunedì a Berlino, secondo il formato Normanno. 

Ma l’Italia vuole evidentemente aprire la partita su un altro tavolo. La parola chiave è “società civile” e Frattini a Mosca non manca di sottolinearlo. “Se lei si ricorda, Sergey – dice a Lavrov – è esattamente la proposta fatta dall’ambasciatore Pasquale Terracciano un mese fa, per far ripartire il supporto da parte della Bers, per le Pmi russe. Ci sono alcuni progetti congelati, e nelle parole del presidente del Consiglio, lei ritroverà le parole, società civile, che significa proprio il sistema delle Piccole e medie imprese in Russia. Era uno dei cinque punti del Piano Mogherini. Lui ha preso questo punto, su suggerimento dell’ambasciatore Terracciano, per andare avanti e rivedere un sistema che è stato congelato per anni, non razionalmente, secondo la mia opinione”. 

Secondo le parole di Frattini, la Russia per il nuovo presidente del Consiglio “è un amico”. L’ex ministro degli Esteri italiano e attuale rappresentante speciale dell’Osce per la regolarizzazione della Transnistria, dice di conoscere “da molto tempo” Conte ed Enzo Moavero Milanesi (oggi a capo della Farnesina). “È stato il vice segretario generale della Commissione Europea. È un mio vecchio amico, da vent’anni, ed è un uomo del compromesso. È un uomo capace”. E oltre a tessere le lodi di uno e dell’altro, ci tiene a specificare anche in un colloquio in piedi con il viceministro degli esteri russo Alexander Grushko – poco prima del faccia a faccia con Lavrov – che il programma del nuovo governo è “rivedere la base della politica delle sanzioni”. 

Quindi sulle sanzioni l’appuntamento non è solo per lunedì a Berlino. Perchè se Conte ha dichiarato di “voler rivedere la base della politica delle sanzioni” e “questo governo andrà avanti” su questa linea, il prossimo Consiglio europeo a fine giugno sarà “il luogo dove la base della politica sanzionatoria verrà discussa a livello di capi di stato e di governo”.

Presidente Frattini, Stati Uniti, Francia e Gran Bretagnasi preparano un'azione militare contro Assad. Quanto è concreto il rischio di un conflitto mondiale? 

«Il rischio sarebbe concreto se Trump, Macron e May cadessero nella più totale irresponsabilità, perché si tratterebbe di un'azione assolutamente contraria al buonsenso e alle regole del diritto intemazionale. Per sferrare un attacco ci vogliono prove concrete e servirebbe una risoluzione del Consiglio di sicurezza dell'Onu che autorizzi l'uso della forza. Ci sono poi almeno altre tre ragioni che sconsigliano un attacco. La prima: lo spazio aereo siriano oggi è controllato dai russi ed eventuali raid renderebbero molto probabile il conflitto aereo con i caccia di Mosca. La seconda: il presidente turco Erdogan, membro importante della Nato, è reduce da un patto di acciaio con Iran e Russia. La terza: navi da guerra cinesi hanno ricevuto l'ordine di schierarsi nel porto di Tartus a difesa delle navi russe. Insomma, è irresponsabile il solo pensare di sferrare un attacco in quell'area». 

Il presidente francese Macron dice di avere le prove dell'uso delle armi chimiche da parte di Assad... 

«Le prove devono arrivare dagli ispettori intemazionali, non da uno dei tanti Paesi membri della Nato. E chi ha le prove non fa la guerra, le porta al Consiglio di si curezza dell'Onu per ottenere una risoluzione. Ma attenzione: già ci siamo passati, nel 2003 c'è stato l'attacco in Iraq sulla base di una presunta "pistola fumante" che poi, dopo aver fatto divampare una guerra disastrosa, si è scoperto che non esisteva. Si deve imparare dalla storia. Trump se vuole dare una lezione ad Assad lo faccia, ma non trascini altri Paesi nel conflitto». 

Quindi hanno ragione Merkel e Gentiloni a chiamarsi fuori dagli attacchi? 

«Certamente. Certe azioni, lo ripeto, devono essere autorizzate dall'Onu. Per l'Italia è anche una preclusione costituzionale». 

E se Roma concedesse l'uso delle basi di Sigonella e Aviano ai caccia alleati? 

«Non lo può fare. Sarebbe come partecipare alla missione di guerra. E senza il sì dell'Onu all'uso della forza rappresenterebbe una violazione del diritto internazionale e di un principio costituzionale. Inoltre servirebbe anche il consenso dell'intera Nato: ipotesi quasi impossibile, visto che sarebbe necessario il via libera della Turchia e della Grecia». 

La crisi siriana ha avuto eco anche nelle consultazioni al Quirinale. Mattarella è preoccupato, chiede un'accelerazione nella formazione del nuovo governo. 

«Condivido certamente la preoccupazione del capo dello Stato. Un governo in carica sarebbe nelle condizioni di dire con maggiore forza "no" a un'avventura così pericolosa». 

Il capo dello Stato chiede ai partiti garanzie sulla collocazione euroatlantica. 

«E' giusto. La collocazione internazionale dell'Italia non deve essere messa in discussione. E un governo in carica potrebbe prendere un'iniziativa forte. Nel 2002 organizzammo il vertice di Pratica di Mare per dire a Russia e Stati Uniti di smetterla di litigare e di affrontare assieme il nemico comune: il terrorismo. Ebbene , questa dovrebbe essere la linea: restare fedeli all'Alleanza atlantica e continuare a giocare un ruolo di ponte verso la Russia, indispensabile per la stabilità del Medio Oriente e della Libia». 

Quindi condivide le posizioni filo-russe di Salvini e della Meloni? 

«Sono un valore aggiunto, un arricchimento per l'Alleanza atlantica. Coinvolgere Mosca è indispensabile, lo fece anche Obama. Noi siamo stati leali dopo la crisi ucraina, siamo stati fin troppo leali con la politica delle sanzioni che andrebbe rivista. Ma lealtà atlantica, di cui l'Italia ha sempre dato ampia prova, non vuoi dire cecità. Serve equilibrio: non si tratta di essere più o meno filo russi, ma di spingere per un forte dialogo tra la Russia e l'Occidente».

Il contributo della Russia agli accordi sulla regolamentazione della Transnistria sarà positivo; senza di esso il raggiungimento della riconciliazione non sarebbe possibile.

Lo ha dichiarato il presidente della Società italiana per l'organizzazione internazionale (Sioi) e nuovo rappresentante speciale dell'Osce per la questione della Transnistria, Franco Frattini, durante un'intervista all'agenzia di stampa "Ria Novosti". Frattini ha detto di aver preso l'impegno come rappresentante per la questione di Tiraspol nell'interesse della stabilità e della sicurezza europee. "Penso che i miei precedenti incarichi, ai tempi in cui ho lavorato per avvicinare la Moldova all'Ue e per la risoluzione della crisi georgiana, mi aiutino nel nuovo compito", ha detto.

Le relazioni di Frattini con le autorità russe, che giocano un ruolo fondamentale nella questione della Transnistria, sono buone; il nuovo incaricato dell'Osce ha espresso inoltre la volontà di confrontarsi al più presto con i poteri di Mosca, ed in particolare con il ministro degli Esteri, Sergej Lavrov, che è stato indicato come "un amico". Per quanto riguarda i temi da affrontare nell'immediato, Frattini vorrebbe affrontare il tema della libertà di movimento e proporre inoltre l'applicazione, sulle targhe delle auto moldave, di un segnale aggiuntivo che identifichi la Transnistria, come avviene in Italia nella provincia di Bolzano.

"Se riusciremo ad accordarci almeno su questi due punti, porteremo un segnale ai cittadini comuni e compiremo un primo passo importante per ulteriori accordi", ha affermato il rappresentante speciale Osce. Permangono tuttavia anche temi più delicati, come le ostilità interne alla Moldova, date dalla diversità di visioni sui poteri delle massime cariche statali. "Se tratteremo direttamente con le diverse autorità locali, che sono in conflitto tra loro, il nostro compito non sarà facile. Spero quindi molto nella flessibilità delle parti", ha spiegato Frattini. Alle discussioni parteciperanno, in formato 5+2, Chisinau e Tiraspol come parti in causa, Russia, Ucraina e Osce come mediatori ed infine Ue e Usa come osservatori.

La Transinistria, abitata al 60 per cento da russi e ucraini, è un territorio indipendente de facto, ma de iure parte della Moldova; ha ottenuto già prima della caduta dell'Unione sovietica la separazione dalla Moldova, temendo che quest'ultima si unisse alla Romania. Nel 1992, dopo che le autorità moldave non sono riuscite a riannettere il territorio, la Transnistria è uscita di fatto dal controllo di Chisinau.

Новый спецпредставитель ОБСЕ по Приднестровью: примирение без РФ невозможно

РИМ, 11 янв — РИА Новости, Сергей Старцев. Новый спецпредставитель ОБСЕ по Приднестровью, известный итальянский политик Франко Фраттини в четверг в интервью РИА Новости выразил уверенность в том, что вклад России в приднестровское урегулирование будет оставаться позитивным, без чего достижение соглашения о примирении там невозможно. 

Ранее во вторник министр иностранных дел Италии Анджелино Алфано в рамках презентации в Вене приоритетов итальянского председательства в ОБСЕ объявил, что обязанности спецпредставителя ОБСЕ по Приднестровью в 2018 году будет выполнять экс-глава итальянского МИД, бывший вице-президент Еврокомиссии Франко Фраттини. 

Опыт, надежды, планы 
"Я принял это назначение в интересах укрепления стабильности и безопасности в Европе в рамках итальянского председательства в ОБСЕ. У меня сложились весьма хорошие и проверенные временем отношения с российскими властями, которые, несомненно, в приднестровском урегулировании играют основополагающую роль. В свое время в качестве еврокомиссара я сделал многое и для Молдавии, работая в целях сближения этой страны с Евросоюзом, в частности, по визовым проблемам. Полагаю, что это поможет мне внести вклад в рассмотрение этого сложного досье, где еще остается немало нерешенных вопросов", — заявил Фраттини. 

В этой связи спецпредставитель ОБСЕ выразил надежду на то, что в ближайшее время у него состоятся телефонные переговоры и непосредственные контакты с российским представителями, в том числе, и с главой МИД РФ Сергеем Лавровым, которого он назвал своим другом. В ходе этих контактов Фраттини имеет в виду прояснить вопрос о том, каких конкретно целей можно было бы добиться в деле приднестровского урегулирования в ходе председательства Италии в ОБСЕ. 

"Думаю, что существуют возможности продвижения вперед как минимум по двум темам, которые принесли бы видимые результаты для граждан. Во-первых, речь идет о номерах автомобилей, зарегистрированных в Приднестровье. Здесь могла бы быть использована итальянская модель, существующая в автономной провинции Больцано. Символ этой провинции размещен на номерных знаках зарегистрированных в ней автомашин, и сразу показывает, что они не из Рима, например. Такой знак Приднестровья мог бы появиться на молдавских автомобильных номерах, что стало бы важным сигналом узнаваемости для граждан", — указал собеседник РИА Новости. 

Вторым вопросом, который должен быть решен в ближайшее время, по мнению Фраттини, является проблема обеспечения свободы передвижения. "Ясно, что, если мы достигнем прогресса по этим двум направлениям, это принесет видимые и осязаемые результаты для обычных граждан. В свою очередь это может стать доказательством возможности достижения договоренности о примирении", — отметил он. 

Деликатные проблемы ждут решения 
Фраттини заметил, что помимо данных проблем существует еще немало деликатных вопросов, которые уже давно требуют своего решения. 

"Безусловно, существуют и более деликатные вопросы, например, вопрос о статусе лиц, арестованных в ходе порой уже очень давних инцидентов и столкновений. Такие вопросы надо рассматривать шаг за шагом, один за другим. Но по трем названым сейчас мной темам, мы могли бы продвинуться вперед в ходе итальянского председательства", — подчеркнул спецпредставитель ОБСЕ. 

Фраттини также обратил особое внимание на нынешний институциональный кризис, вызванный острыми разногласиями по поводу полномочий правительства и президента Молдавии. 

"Повторяю, в деле приднестровского урегулирования очень важен вклад российской стороны, который, — я уверен, — будет оставаться позитивным. Но не менее важно преодолеть институциональный кризис, возникший в Молдавии. Если мы будем иметь дело с активно действующим правительством, но одновременно с президентом, находящимся в сложной ситуации, это значительно усложнит нашу задачу. Тем более, что, как мне известно, нынешний президент республики имеет добрые отношения с Москвой", — сказал он. 

"Этот внутренний конфликт властей должен быть преодолен. Я надеюсь на гибкость всех заинтересованных сторон, что отвечало бы интересам этой страны и ее граждан. Тогда и переговоры по приднестровскому урегулированию, которые длятся уже около 20 лет, можно было бы продвинуть вперед", — резюмировал Фраттини. 

Потенциал ОБСЕ 

В заключение известный политик выразил уверенность в том, что ОБСЕ, председательство в которой 1 января 2018 года перешло к Италии, способно содействовать решению многих важных международных проблем. 

"Я согласился выполнять обязанности спецпредставителя ОБСЕ по Приднестровью на общественных началах в интересах Италии и всей Европы. Отмечу, что я всегда уделял большое внимание деятельности ОБСЕ. В частности, я был среди тех, кто в свое время занимался разрешением грузинского кризиса, многое сделал для того, чтобы миссия ОБСЕ действовала непосредственно на границах Грузии, Абхазии и Южной Осетии. Сейчас я опять имею возможность внести свой вклад в дело примирения и постараюсь сделать это", — заявил Фраттини. 

В переговорах по приднестровскому урегулированию в формате "5+2" участвуют Кишинев и Тирасполь как стороны конфликта, Россия, Украина, ОБСЕ — в качестве посредников, Евросоюз и США — как наблюдатели. 

Приднестровье, 60% жителей которого составляют русские и украинцы, добивалось выхода из состава Молдавии еще до распада СССР, опасаясь, что на волне национализма Молдавия присоединится к Румынии. В 1992 году, после неудавшейся попытки властей Молдавии силой решить проблему, Приднестровье стало фактически неподконтрольной Кишиневу территорией.

Conversazione con Franco Frattini, già ministro degli Esteri e attuale presidente della SIOI  

Una delle priorità di un eventuale governo di centrodestra nato dalle urne che si apriranno la prossima primavera sarà promuovere la distensione con la Russia a beneficio dell’intero Occidente e sollevare in sede europea il problema delle sanzioni contro Mosca. È questo l’auspico che l’ex ministro degli Esteri e attuale presidente della Sioi Franco Frattini ha formulato in questa conversazione con Formiche.net. Rilanciare le relazioni con Mosca è urgente, ha detto Frattini, specie in un momento in cui la Russia svolge un ruolo cruciale in una serie di aree – Medio Oriente in testa – dove un coordinamento tra Washington e Mosca darebbe ottimi frutti. E in questo, l’Italia può giocare una partita da protagonista, “specie se a prendere il timone sarà Silvio Berlusconi“. È stata l’Italia del Cavaliere, ha sottolineato ancora l’ex ministro, a volere che la Russia di Boris Eltsin entrasse a far parte del G8. E fu sempre Berlusconi a tenere a battesimo il vertice di Pratica di Mare durante il quale George W. Bush e Vladimir Putin si diedero la mano e avviarono la collaborazione Nato-Mosca di cui oggi – ha aggiunto Frattini – “si sente la mancanza”.

Frattini, nell’ultimo numero di Foreign Affairs, l’ex vicepresidente Usa Joe Biden ha denunciato le interferenze russe nella campagna referendaria italiana del 2016. Qual è la sua posizione?

Il fatto che un ex vice presidente, quindi privo ormai della responsabilità istituzionale che gli compete, scriva un articolo su una rivista, piuttosto che comunicare in tempi congrui e adeguati al momento in cui questo eventuale hackeraggio o influenza o interferenza emergeva, francamente mal si concilia con la tradizionale sobrietà di Biden e con il fatto che lui abbia sempre, per doveri istituzionali e politici, informato gli alleati al primo sentore. Se davvero lui avesse avuto questi elementi, non erano questioni da comunicare in modo postumo. Io ritengo che questo sia uno dei tasselli di quella linea che ha portato l’amministrazione Obama a creare un clima di nuova guerra fredda con la Russia che a mio avviso è sbagliato. C’è coerenza in Biden, ma anche un errore, perché la Russia a mio avviso non è affatto un nemico, semmai dovrebbe essere un partner strategico con il quale collaborare.

Ieri Geysha Gonzalez dell’Atlantic Council ha detto a Formiche.net che i russi “hanno provato a condizionare praticamente tutte le ultime tornate elettorali in Europa”. E ad ottobre i legali di Facebook, Google e Twitter hanno documentato al Congresso la disinformazione russa sulle piattaforme web che avrebbe favorito la vittoria di Donald Trump. Putin ha dato un aiutino a Trump?

Certamente la voce di Theresa May è la voce di un paese che non da oggi, ma prima con Cameron, e ancora prima con Gordon Brown, era arrivato in molti casi a sfiorare la rottura delle relazioni diplomatiche con la Russia per molteplici ragioni e questioni non aventi a che fare con questo tipo di interferenze. La linea, anche qui, di continuità di politica estera del Regno Unito è marcatamente anti-russa. Quanto al fatto che Putin abbia in qualche modo gestito o ordito questa disinformazione, è qui il punto debole. In tutto il mondo ci sono hacker. Quando però vi è un hackeraggio non si dice subito che è stato un presidente o un primo ministro. È questo passaggio sbrigativo che io critico, quando si dice che è stato Putin. Io penso che Putin non avesse alcun interesse a sostenere Trump il quale, sia pur sotto la pressione del Congresso, ha imposto sanzioni molto severe, più di quelle imposte da Obama. Questa è una cosa che altera i rapporti di collaborazione che dovrebbero esserci tra Stati Uniti e Russia. Questo clima da guerra fredda non conviene a nessuno, se non forse al dittatore nord-coreano o a qualche estremista del Medio Oriente allargato.

In Siria, anziché prendere di mira i jihadisti, l’aviazione russa ha bombardato l’opposizione ad Assad, e Putin ha forgiato un’alleanza di ferro con l’asse sciita. Con queste premesse, su quali basi sarebbe possibile impostare una collaborazione? 

Lei ha citato alcune azioni di Mosca. Io le cito il fatto che senza un intervento russo probabilmente Palmira non sarebbe stata liberata e molte altre città in mano a Daesh non sarebbero cadute. Se citiamo gli esempi da un lato e dall’altro non la finiamo più. L’unica cosa seria è che al vertice Asean del mese scorso il presidente russo e quello americano si sono rimessi d’accordo sul fatto di coordinarsi in merito alla stabilità della Siria. E qualche tempo dopo Assad a Sochi ha detto parole che mai aveva pronunciato, ossia che lui non è contrario a un processo politico di stabilizzazione della Siria. Ciò dimostra come sia necessario che Russia e Stati Uniti si coordinino.

Rimane però che le posizioni russe e americane sono al momento inconciliabili, come dimostrano le rispettive alleanze, fatte di nemici giurati. 

Credo che la Russia abbia investito molto nell’asse con la Turchia e con l’Iran, e che questo paradossalmente non sia stato male. Lasciare l’Iran fuori da ogni recinto di coordinamento avrebbe dato a Teheran molte più, e non molte meno, possibilità di agire. Il fatto che la Russia li abbia tenuti sotto controllo, ha evitato forse che dilagassero, perché con i Guardiani della Rivoluzione sul territorio non si scherza. Quindi, ribadisco, Russia e Stati Uniti, devono coordinarsi. Se poi questo porterà ad una pace duratura, lo vedremo. Ma se ognuno si fa il suo circolo, ad esempio gli americani con l’Arabia Saudita e gli Emirati, i russi con gli sciiti, la stabilità diminuisce, non aumenta. Ad esempio, il fatto che l’Arabia Saudita bombardi gli sciiti in Yemen tutti i giorni non contribuisce alla stabilità. Si dirà, i ribelli Houthi sono armati dall’Iran. È così. Ma non è che se si moltiplicano i focolai di guerra stiamo meglio. Gli Stati Uniti dunque dicano ai loro alleati principali, i sauditi, e i russi ai loro, anzitutto l’Iran, di lavorare in un quadro di controllo. Questo è come io credo dovrebbe andare un processo di ragionevole coordinamento in Medio Oriente.

Il segretario di Stato americano Rex Tillerson ha ribadito la settimana scorsa che non ci sarà distensione con la Russia finché non smetterà di alimentare il conflitto in Ucraina. La Russia però continua a negare ogni coinvolgimento. Come si esce da questo stallo?

Si esce rilanciando il negoziato di Minsk. Il negoziato aveva alcuni capitoli. Uno era l’aiuto dei russi ai miliziani delle regioni e province dell’est. Ma l’altro capitolo, altrettanto importante, è la capacità dell’Ucraina di andare verso un sistema di regionalismo avanzato, se non di vero e proprio federalismo. È evidente che tutto si tiene. Certamente la Russia deve fare la sua parte. Vediamo però l’altro punto del negoziato di Minsk: è o non è l’Ucraina in grado di andare verso un regime di federalismo? Purtroppo, l’Ucraina versa in condizioni molto critiche e ciò rende questo percorso scarsamente fattibile. Anche per colpa nostra. Noi occidentali, che abbiamo fatto concretamente per l’Ucraina? Dopo aver sostenuto fortemente le pulsioni anti-russe, l’abbiamo salvata l’economia ucraina? Io credo di no. Anche noi occidentali dunque dobbiamo ritenerci responsabili.

Anche l’Europa?

Il negoziato di Minsk potrebbe essere rilanciato dall’Europa, se l’Europa facesse il proprio mestiere. Finora non è stata capace. C’erano Hollande e Merkel, dietro Minsk. Ora la cancelliera tedesca ha i suoi problemi a casa. E Macron da solo non può rappresentare l’Europa. Sarebbe il caso che l’Europa prendesse in mano un’azione di rilancio dei negoziati di Minsk, alla luce di ciò che oggi è fattibile, non di ciò che era fattibile due anni fa. Oggi quel che allora era fattibile lo è un po’ meno. Perché se il prossimo inverno la Russia tagliasse le forniture all’Ucraina, mica gliele possiamo dare noi.

Silvio Berlusconi nell’intervista di domenica al Corriere della Sera sostiene che Putin “vorrebbe che l’Italia fosse parte attiva in un migliore e più costruttivo rapporto fra la Russia e l’Occidente”. Sarà questa una delle priorità di un eventuale futuro governo di centrodestra? E con quale agenda il nuovo governo e il suo ministro degli esteri dovrebbero impostare i rapporti con Mosca? 

Quando noi eravamo al governo, questo auspicio di Putin ci veniva ripetuto sempre, e noi ci siamo mossi perché fossero adottate decisioni che inizialmente potevano sembrare clamorose, ma che poi sono diventate pezzi di storia. Il vertice di Pratica di Mare dove Putin e Bush si sono dati la mano e hanno detto che Nato e Russia devono collaborare non si è tenuto un secolo fa. Si è tenuto solo quindici anni fa, anche se sembra tramontato nelle nebbie della storia. Fu un passo concreto.

Questo ieri, ma oggi, come bisognerebbe procedere concretamente?

Bisogna creare un quadro di sicurezza globale condiviso. Come quando Putin e Medvedev dicevano “da Vladivostok a Vancouver”. Ecco cosa significa un quadro condiviso. La sicurezza è interesse di tutti. Questa cosa Berlusconi la lanciò e la rilanciò. E non solo lui. Ricordo molto più di recente la visita di Renzi a San Pietroburgo con accanto Putin. La visita poi di Gentiloni, già premier. E la visita di Mattarella a Mosca. Questa è una linea in cui l’Italia ha sempre brillato. Perché l’Italia capisce meglio di altri che la Russia è un partner strategico. È una storia molto antica che non riguarda peraltro solo Putin. Ricordo che nel lontano 1994, Berlusconi volle invitare Eltsin e nacque il G8. Il rapporto è certamente basato oggi sull’amicizia e la stima reciproca tra Putin e Berlusconi, ma è innegabile che c’è una continuità. Nel momento in cui Berlusconi dovesse tornare ad avere responsabilità di governo, dirette o indirette, il tema delle sanzioni è un tema che si dovrà porre immediatamente. In Europa ci sono più Paesi che cominciano ad avere dubbi su questa politica di isolamento, che se non giova alla Russia, non giova nemmeno all’Occidente.

On November 16, research and educational program “Dialogue in the Name of the Future – 2017: Russia and the World Around a Century Later” opened in Moscow. 

Executive Director of the Alexander Gorchakov Public Diplomacy Fund Leonid Drachevsky welcomed the participants from over 200 countries. After reminding that the current Dialogue in the Name of the Future was organized in the year of the 100th anniversary of the Revolution of 1917, the head of the Fund introduced outstanding politician and public figure, President of the Institute of Eurasian Studies, Minister of Foreign Affairs of Italy (2002-2004, 2008-2011) Franco Frattini to the audience. 

In the beginning his speech the Italian diplomat thanked the Gorchakov Fund and the Primakov Center for Foreign Policy Cooperation for collaboration with the Institute of Eurasian Studies. 
“When coming to Moscow I always feel among friends”, he acknowledged. Franco Frattini shared his memories about his diplomatic work during hard times for Russia and Europe. He spoke about the initiative of Rome to bring Moscow into the club of superpowers, transformation of G7 into G8. According to the politician, during all these years Italy had been among the closest friends of Russia. Rome envisaged restoration of the foreign policy potential of Moscow and at various times stressed at the highest level that not a single important issue of the global politics could be resolved without Russia. 
Franco Frattini is confident that due to absence of Moscow in the “big seven” colossal opportunities have been missed to make the world a better and safer place. The guest of the Dialogue spoke a lot about what Russia could teach Europe. First of all, it is real unity – a powerful union of different people belonging to different ethnic groups and religions. It is obvious how the national pride of Russian citizens is reviving due to achievements in the foreign policy. This being said, Europe now is demonstrating deep lines of separation in various fields. 
The politician could not help mentioning the Ukrainian crisis. According to him, the biggest mistake was to offer Kiev a hard choice: to be with Moscow or with Europe. This resulted in the economic collapse and sufferings of the millions of people. Having stressed again that not a single complex issue could be resolved without Moscow, Franco Fratttini urged the Europeans and the Russian to restore strategic relations. This has to be done right away. 

The first day of the Dialogue was dedicated to discussions of different aspects of the Russian history during the period of 1917-2017. Professor of Moscow State University Alexander Sagomonyan, Director of analytics center Rethinking Russia Alexander Konkov and Associate Professor of Moscow State University Alexey Fenenko presented to the audience. 


The Minister of Foreign Affairs of Russia Sergey Lavrov met the participants of the project.
"We attach great importance to dialogue with members of the research and expert community, who represent a wide range of positions and views on the world politics. We believe that an open and free discussion in this format will enable researchers to familiarise themselves more profoundly with Russia’s approaches to the resolution of pressing international issues and will help allay the myths about our country that are being pushed forth by our opponents in the information space." 
During the meeting, the Minister  shared his assessments of the international situation, dwelled on priority fields of the Foreign Ministry’s work and answered questions from participants in the Gorchakov Fund’ programme.

Organizers of the project this year are the Primakov Center for Foreign Policy Cooperation and the Alexander Gorchakov Public Diplomacy Fund. The event is also organized with the support of the grant of the President of the Russian Federation for development of the civil society provided by the Foundation of Presidential Grants.

“Dialogue in the Name of the Future” is an annual research and educational program for young experts, whose professional interests are focused on foreign policy, international relations and public diplomacy. During five days of intensive intellectual activities, lectures and seminars 45 participants from over 20 countries will exchange opinions with their colleagues from other countries, analyze consequences of the revolution of 1917 for the modern system of foreign affairs and discuss the current international agenda with respected Russian and foreign analysts.

The Director of the Institute of Europe of the Russian Academy of Sciences, Aleksey Gromyko, during the celebration of the 30-th anniversary of the Institute, awarded President of the Institute for Eurasian Studies and of the Italian Society of the International Organisation (SIOI-UNA Italy) Franco Frattini with a Doctorate honoris causa. 
Then President Frattini, in the presence of several academicians, state officials and ambassodors, held a Lectio magistralis on the Russia-EU relations. 

"Cooperation between Europe and Russia is necessary in order to deal with several threats of the contemporary world, from terrorism to migration and international crime. Russia has shown during centuries a unique capacity of building a multiethnic and multireligious society, with elements of islamic, jewish and even buddist traditions. But this has been done, and nowdays is done, paying attention to the preserve its fundamental Christian identity. 

I remember very well when in 1994 the Italian government took the initiave of inviting the Russian Federation to participate in the G7 summit in Napoli. This was a very important step on the way to integrate Russia in the international system after the fall of the Soviet Union. Another fundamental step, again result of Italy’s initiative, was the establishment of the NATO-Russia Council in Pratica di Mare in 2002. We should re-establish that fruitful phase of dialogue with Russia, that allowed both Europe and Moscow to gain very positive economic and political results in the period 2002-2008 and even after the Georgian war and the beginning of the international financial crisis. 

Russia represents at the same time a great Eurasian power, with all the geopolitical possibilities connected to this status, and a product of the European culture and history. Literature, art, architecture, religious tradition make undoubtedly Russia an European country"

During his visit in Moscow, President Frattini had several meetings with important Russian personalities, including the Rector of the Moscow State Institute for International Relations, Anatolij Torkunov and Vladimir Mau, Rector of the Presidential Academy of Economy and Public Administration, where President Frattini held a conference on "Geopolitics in the Mediterranean Region".













The parties hashed out issues of cooperation between the United Nations Associations of both countries and discussed the creation and implementation of educational programs, including the Model United Nations. 
Anatoly Torkunov and Franco Frattini also spoke about the collaboration between Russian and Italian universities and the launch of dual MA programs. 
The meeting was also attended by the Chair of the Executive Committee of the World Federation of United Nations Associations and Head of the UNESCO Chair at MGIMO Alexei Borisov and members of the faculty.

Per combattere l’Isis con più forza basta sanzioni a Mosca (intervista)



Dall'Ucraina, alla Siria, alla Libia, fino alla Somalia, i conflitti che insanguinano la scena internazionale hanno tutti in comune "la distruzione dell'essere umano come obiettivo”. L'analisi di Franco Frattini, Presidente della Sioi (Società Italiana per l’Organizzazione Internazionale), già Ministro degli Affari Esteri dal 2008 al 2011.

“Non si può combattere economicamente contro Mosca con le sanzioni e poi chiedere alla Russia di impegnarsi direttamente nella lotta all’Isis”. Lo ha detto nell'intervista a Corrierequotidiano.it Franco Frattini spiegando il ruolo della Russia nella lotta al terrorismo internazionale, nella tragedia siriana e nei rapporti con la Libia. Inoltre, l'ex ministro degli Affari Esteri, ha sottolineato perché, ed esattamente in che termini, si può parlare di terza guerra mondiale: il punto in comune a tutti i conflitti in atto nella nostra epoca è che “hanno la distruzione dell'essere umano come obiettivo”. Rispetto al dramma dei profughi e alle responsabilità della Comunità internazionale nella loro accoglienza, infine, ha ribadito le risposte deboli e del tutto insufficienti, soprattutto dell’Europa del Nord. 

D – Presidente Frattini, secondo lei, come si pone la Russia di Putin davanti al terrorismo internazionale dell’Isis?

R - Certamente la Russia ha il medesimo interesse dell'Occidente a contrastare e a battere definitivamente il califfato islamico, il Daesh (acronimo arabo di ISIS, ovvero Islamic State of Iraq and the Levant), anche per dare una risposta ai problemi molto seri al suo interno con l'estremismo islamico. Basti ricordare che dalla Cecenia sono partiti e partono spesso gruppi di terroristi che vanno a commettere attentati assai gravi non solo a Mosca, ma anche in altre città della Russia. È chiaro tuttavia che un coinvolgimento della Russia nell'azione diretta di contrasto al Daesh richiede un coinvolgimento di Mosca in un contesto assai più ampio. È impensabile, insomma, che da un lato si combatta economicamente contro Mosca con le sanzioni e dall'altro si chieda a Mosca di impegnarsi direttamente nella lotta all’Isis. Loro sono interessati comunque, ma è ovvio che per un coinvolgimento più forte, quello che in fondo è andato a chiedere anche il premier Renzi a Putin, noi in cambio dovremmo prospettare un coinvolgimento anche nelle prospettive strategiche.

D - Secondo lei c'è una connessione tra la crisi libica e la questione ucraina?

R - In Libia è noto che tra i Paesi europei l'Italia è quello che, per la sua storia e le profonde relazioni che ha sempre avuto, meglio conosce e meglio può ritenersi radicato con quel Paese. Ma dopo l'Italia c'è la Russia che ha una presenza, una penetrazione importante, diretta, in Libia. La Russia, inoltre, sta dando un aiuto fondamentale all'Egitto che gioca un ruolo essenziale nel contrastare il Daesh e nel fermare l'avanzata dei terroristi nelle varie città della Libia. Per questo motivo, quando il nostro premier ha chiesto a Putin un forte coinvolgimento della Russia per la soluzione Onu da trovare in Libia ha fatto una cosa perfettamente logica. Non dimentichiamo inoltre che la Russia è uno dei 5 Paesi che hanno il diritto di veto. Niente passa alle Nazioni Unite, come si è visto nella tragedia della Siria, se non c'è il consenso anche della Russia. Quindi non si può pensare che per contrasti con l'Europa e per la questione delle sanzioni si possa creare una sorta di isolamento e di non coinvolgimento della Russia che, invece, per le questioni strategiche globali è un alleato indispensabile. 

D - Il Papa ha parlato di "Terza guerra mondiale a pezzi, a capitoli, dappertutto". Secondo lei questi pezzi sono tutti capitoli autonomi o c'è un nesso, un collegamento tra i diversi conflitti?

R - Questa frase del Papa mi ha colpito molto perché io credo che oggi esistano davvero dei focolai di distruzione della nostra civiltà. Li vedo in Medio Oriente, ovviamente nella Siria e nella tragedia del Libano con la crisi umanitaria di milioni di rifugiati siriani che scappano; nell'Iraq con le devastazioni del Daesh che distrugge intere popolazioni, penso con particolare tristezza ai cristiani dell'Iraq e all'attacco a Ninive, che era una delle enclave cristiane, a Mosul. Ora c'è un'azione forte per recuperare Kirkuk. Poi, se scendiamo più giù, troviamo la tragedia somala. Anche in Somalia c'è un arco del terrore tra lo Yemen, la Somalia e il Sahel, e quindi tutta la zona del deserto del Sahara che vuol dire sud della Libia e sud dell'Algeria, un'area in cui si mescolano terrorismo, traffico della droga e traffico delle armi, con l'ulteriore tragedia nella tragedia del traffico di migranti. Queste sono tutte guerre che non possono definirsi locali, perché hanno riguardato e riguardano eventi epocali. Basti pensare le migrazioni di massa o le fughe di massa dei rifugiati. Quando scappano milioni di persone non è certo una crisi regionale. E quindi il Papa ha ragione, si tratta di una dimensione globale, con un filo conduttore che mette in connessione tutti questi conflitti: la negazione della persona umana come soggetto di diritti. Anzitutto il diritto alla vita, il diritto dei bambini a non essere sfruttati o venduti, il diritto delle donne. Il punto in comune è che tutte queste guerre, più o meno virulente, hanno la distruzione dell'essere umano come obiettivo perché considerano pari a zero il valore della vita umana. Esattamente la negazione della civiltà. È questa la realtà: siamo di fronte ad azioni, crisi , guerre che mirano a creare sistemi dittatoriali in cui la persona umana non conta niente. Il contrario di quello che il Santo Padre, e non solo, ci ricorda sempre.

D - Ci sono, secondo lei, i presupposti per internazionalizzare formalmente questi conflitti? 

R - Lo chiedono in molti per ciascuno di questi conflitti. La situazione in Libia andrà spero davanti alle Nazioni Unite molto presto. La crisi e la tragedia siriana c'è andata già, ma ancora una volta proprio per l'errore compiuto nei confronti della Russia non si è sortito qualche risultato importante. Oggi le Nazioni Unite chiedono all'Europa, formalmente, di darsi carico dei rifugiati siriani nel Medio Oriente. Quindi le Nazioni Unite sono già investite da tutto questo. È chiaro che per l'internazionalizzazione di ciascuno di questi conflitti la strada c'è. La terza guerra mondiale in senso formale, invece, le Nazioni Unite non hanno alcun titolo per dichiararla, e non penso che faranno mai una cosa di questo genere. Per questo la frase del Papa è ancora più giusta, perché parla di terza guerra mondiale frazionata, in aree del mondo diverse seppur con denominatori comuni. 

D - Secondo lei quale potrebbe essere la migliore azione di peacekeeping della comunità internazionale rispetto allo scenario odierno? E invece quale dovrebbe essere la risposta dell'Italia e della Comunità internazionale all'allarme di Frontex rispetto all'emergenza migrazioni?

R - Gli Stati e le organizzazioni regionali sono chiamati a farsi carico, con responsabilità, di quello che sta accadendo nello scenario internazionale. Penso allora innanzitutto all'Europa, e soprattutto all’Europa del Nord, purtroppo fortemente inadempiente per esempio rispetto alla questione dei profughi. L'Italia ha accolto 170 mila migranti in un anno. Ci sono Paesi, egualmente grandi ed importanti, che ne hanno accolti 1.700. Tutto invece chiama alla responsabilità collettiva. Nessuno si può tirare fuori. Quando essendo Commissario responsabile dell’Ue costituii Frontex, il sistema europeo sull'immigrazione, l’idea era che Frontex diventasse un corpo unitario ed integrato di guardie di frontiera europea. In realtà è rimasto un organismo intergovernativo in cui gli interessi nazionali prevalgono gli uni sugli altri. A dimostrarlo è la missione Triton, finanziata con circa un decimo di quello che solo l'Italia spendeva per Mare Nostrum. Ed invece questa è la risposta dell'intera Europa. Risposte deboli e del tutto insufficienti, insomma. Ci vorrebbe invece una trasformazione di questa strategia in una strategia realmente comunitaria. E se c'è un'agenzia a livello europeo che si occupa dell'immigrazione, questa deve anzitutto sostenere gli Stati in prima linea: Italia, Spagna, Malta, Grecia, in nome del principio di solidarietà che è uno dei pilastri dei trattati europei.
