July 12 2019 - Joint Statement by the mediators and the observers in the Permanent Conference on Political Issues in the Framework of the Negotiation Process on the Transdniestrian Settlement in the 5+2 format following their 12 July 2019 visit to Chisinau and Tiraspol.


CHISINAU, 12 July 2019 - The mediators and observers in the Permanent Conference on Political Issues in the Framework of the Negotiation Process on the Transdniestrian Settlement in the 5+2 format visited Chisinau and Tiraspol on 12 July 2019 for talks with the Moldovan and Transdniestrian leaderships.

During their visit, the mediators and observers met in Chisinau with the Moldovan President Igor Dodon, Prime Minister Maia Sandu as well as Deputy Prime Minister for Reintegration and Chief Negotiator Vasilii Sova. In Tiraspol they met with the Transdniestrian leader Vadim Krasnoselsky and Chief Negotiator Vitaly Ignatiev.

The mediators and observers welcomed the political commitment shown by the leaderships of both Sides to further build on the positive dynamic in the Transdniestrian settlement process and to achieve further tangible results by the end of this year with regard to the implementation of the Berlin-plus package.

To that end, the mediators and observers urged the Sides to continue the active and substantive engagement in the joint expert working groups and to hold 1+1 meetings of the chief negotiators on a regular basis to provide these groups with the necessary guidance and they welcome in this regard the commitment by both chief negotiators to meet within the next two weeks. Taking into account the result-oriented approach, substantive political discussions in the 5+2 format can be convened in Bratislava, Slovakia within the next three months to take stock of the progress made with regard to the implementation of the Berlin-plus package and to identify further priority issues in the field of confidence-building measures. The mediators and observers further welcomed the readiness of both Sides to address selected priority issues from the joint expert working groups in a retreat to be organized by the OSCE Mission to Moldova in Bavaria, Germany in autumn.

Talks in the 5+2 format include representatives of the Sides – Moldova and Transdniestria, the mediators from the OSCE, the Russian Federation and Ukraine as well as the observers from the European Union and the United States of America.

CHISINAU, 11 May 2019 – Concluding his meetings today, the OSCE Special Representative for the Transdniestrian Settlement Process, Franco Frattini, urged the Sides to step up efforts to maintain the positive dynamic in the settlement process for the benefit of people on both banks of the Dniester/Nistru River. 
“Chisinau and Tiraspol were very successful in their step-by-step approach over the past two years. Today I have encouraged both Sides to continue this path in the spirit of dialogue and mutual co-operation regardless of internal political processes. The settlement process is an expectation of people on both banks of the Dniester/Nistru River and deserves all the resources to keep it on track at all levels,” said Frattini. 
During the first trip to the Republic of Moldova in 2019 as the Special Representative of the Slovak Chairmanship, Frattini met with the Co-ordinator of the Moldovan Governing Coalition Vlad Plahotniuc and chief negotiator Cristina Lesnic; the Transdniestrian leader Vadim Krasnoselsky and chief negotiator Vitaly Ignatiev. In his discussions, Frattini hailed the Sides for their leadership and dedication to achieving a significant breakthrough in the settlement process over the past years. 
In 2017 and 2018, the two Sides conducted over 100 expert working group meetings, where they found practical solutions for issues that had not been addressed in decades. These solutions have improved the day-to-day life of students, teachers, farmers and entrepreneurs on both banks of the Dniester/Nistru River, he said. 
“I have been reassured by the Sides that they will maintain the rigorous pace of negotiations and intensify their efforts at the level of expert working groups and chief negotiators to close the outstanding priorities from the ‘Berlin-plus package’ and beyond. It is important not to lose the momentum”, Frattini noted. 
“The settlement process is high on the agenda of the OSCE Slovak Chairmanship, which in co-operation with the OSCE Mission to Moldova will continue supporting the Sides in achieving a sustainable and peaceful settlement based on the territorial integrity and sovereignty of Moldova with a special status for Transdniestria,” he added. Since 2016, Chisinau and Tiraspol have signed agreements on six out of the eight priority issues included in the so-called “Berlin-plus package”. To date, the two Sides have reached major achievements on five of the signed agreements, including on apostilization of educational documents issued in Transdniestria, the functioning of the Latin-script schools, the use of farmlands in Dubasari district, the opening of the Gura Bicului – Bychok bridge and on the mechanism for the participation of vehicles from Transdniestria in international road traffic.

SUSCO BUDAPEST 2018 – Environmental Migration – discusses issues on global climate-induced migration, understanding links between environmental constraints and social responses.

The 5th East-Central European Conference on Sustainable Development was held on 11 October 2018 at Eiffel Palace, Budapest

It points out the current changing environmental conditions around the globe and highlights the most affected regions, while searching for answers to questions, such as which are the interlinkages between human mobility and climatic factors.

The migratory phenomenon, which is not only at the forefront of the European agenda but also at that of the International Community, is certainly one of those issues that has many dimensions, because there are many causes that induce or often force millions and millions of people in the world to leave their country to look elsewhere for a better future for themselves and their families.

Certainly, we know the immigration of those who come from African countries, in many cases because they flee from war, from crisis situations, from persecution; in many cases because they simply do not have jobs, they are looking for an opportunity to make money in Europe, and certainly poverty and humanitarian dramas are among the most recurrent causes of mass migration. Another important global theme that has been on the agenda of the United Nations for a long and long time, and on which the international community seeks proposals and solutions - not always with great results - is climate change and, connected to that, the theme of the protection of the environment in which we live.

Surely the great environmental issue, the issue of climate change, beyond the research that science is conducting - and I note that many people talk about it, but few know the subject in detail - has to do with immigration, in the sense that one of the factors that can induce or force women and children to emigrate is an alteration of the ecosystem, an alteration of the earth, of living conditions due to climatic effects, due to pollution or, more generally, to environmental degradation.

A first geographical scenario where this link between environmental degradation and emigration is particularly evident is found in Africa, with increasing desertification. In many Saharan and Sub-Saharan African countries, arid areas and desert areas are expanding; water resources are shrinking and we must imagine in a not distant future that, for example, water and access to drinking water will be one of the reasons for greater conflicts and friction, if not even war, between neighbouring countries that access the same basins for food, for irrigation, in short for life. Consider, for all, the increasingly dramatic situation of the Great Lake Chad, which bathes the coasts of countries that are in one of the arid areas of Saharan Africa most affected by migration problems, by immigration flows from south to north, but also by penetrations of extremely dangerous groups, cells, organizations of Islamic terrorism. And no doubt this situation has, and can always have, greater effects if we consider, for example, the growing exploitation of the Nile, which brings Sudan and Egypt to an ever-stronger contrast on the sustainability of the river exploitation and its consequences.

I remember - from the time when I was the Italian Minister of Foreign Affairs - the terrible drought and famine that struck Kenya between 2008 and 2009, creating flows of millions of environmental refugees fleeing from areas where the desert was advancing, famine and lack of water and food were become total; obviously they burdened on neighbouring countries that had to set up refugee camps destined to host millions of desperate people, not for a few days or for weeks but for long, long time. We are therefore talking of phenomena that link a further migratory pressure to natural facts, linked precisely to environment. And certainly, next to desertification, as mentioned, there is the lack of resources (agricultural, water resources); there is the impossibility of cultivation and breeding; but certainly also the difficult relationship between the growing urbanization, which led to the formation of huge cities with people who left the countryside, and the terrible pollution of these megalopolises, in which millions and millions of people live, especially in the suburbs, in really terrible conditions. 

Immigration is therefore fuelled by concrete imminent threats, by the impossibility of continuing to live in a degraded or heavily polluted environmental situation or, more simply, by the combination of factors. Environmental degradation is often accompanied by depletion, because natural resources, the possibility of producing, and the possibility of cultivation are less; and - because along with environmental degradation and poverty there is often the lowering of the level of security - by the serious risk of crime that takes possession of entire territories.

All these phenomena, combined together, increase the despair of millions and millions of people and often force them to emigrate. It is evident - in this global scenario - that each country cannot have its own strategy, its own policy, its exclusively own national decisions. It is therefore evident too that such global phenomena require the implementation of global policies and global strategies, first of all by the system that is based and focuses on the United Nations which - not surprisingly - has long been looking forward to elaborate shared policies on the subject of environment and mass migrations.
As far as we Europeans are concerned, I believe once again that both the prevention and environmental protection strategies and those relating to the governance of immigration must be European policies and not national policies. In my opinion, the interventions to be taken should be concentrated above all on prevention.

Environmental prevention means, first of all, trying to contribute to the reduction of pollution levels, according to the rules and principles of the Paris Convention on climate and of the guidelines that have progressively been adopted; in fact, as it is well-known, Europe is a major producer of emissions into the atmosphere, and at the same time a positive and convinced player in the challenge to reduce emissions into the atmosphere and therefore pollution. So far, Europe has done more and better than what great global players have done - from the United States to China to India; and it has therefore set a good example on the availability of concrete instruments for a real reduction of global pollution.

However, it is clear that Europe, as well as the strategies of the United Nations, should concentrate on the most vulnerable regions of the world, those where the perverse effects of environmental degradation are most felt. It is essential that prevention measures for pollution are multiplied. I am referring, for example, to the huge metropolises that have been created in many African or Asian countries, where the level of pollution is really unbearable and where a planning of interventions, a concerted action for reduction instruments aiming to mitigate the environmental impact of life lack completely - while it would be indispensable. Then, in the areas of the world at risk of new desertification (in particular in Africa), it would be necessary to promote - as Italy has always done, albeit on a limited scale - agricultural projects to recover arable land to the desert, to employ labour helping at the same time environment and employment, because evidently agricultural land requires farmers, requires continuous processing and therefore gives new possibilities for employment, instead of emigration due to desperation and poverty.

I think that Europe could promote an environmental project for Africa, putting it among the guidelines of a recipe to prevent migratory phenomena, to ensure that millions of people do not leave for Europe when it is too late, perhaps, via the Mediterranean, just to be rejected or repatriated.

That would imply investing on the younger generations, on workers in the agricultural sector who, as I said, can help at the same time to save the land from the desert and to save so many families from poverty and unemployment. Europe should use the Fund for Africa in the best possible way, for example. That is a Fund that has so far been financed with a totally inadequate amount, less than one billion euros, less than what, for example, Europe has committed itself to giving for the prevention of illegal immigration for Turkey alone.


I think, for example, that if we invest a few billion euros through the Fund for Africa in projects of clean energy, environmental rehabilitation, agriculture, we could at the same time intervene on prevention against environmental degradation and on the deepest root of immigration that reaches our territories, that is unemployment and poverty.

I believe that Europe would have everything to gain by investing in the territories of origin of immigration, with targeted projects, without delivering a blank check in the hands of governments that are often hit by very serious phenomena of widespread corruption, but taking care directly of the planning, the realization of these projects and the disbursement of European taxpayers' money, in order to make it reach a right destination: a new rehabilitation project, a new dam to make the most of water, a new system of agricultural machinery to produce crops even in semi-desert areas.

Here, all these projects - I think - could put together our capacity for prevention against migratory flows that we must keep inside the territories of origin rather than fight only when it is too late; at the same time, we would invest in the protection of an environment that is very close to us but that anyway has some reflections on us.

This applies to the protection of the environment in Africa, in Asia, in the remote regions of the Arctic. Everything that happens in those lands, even far from us, will sooner or later certainly affect us too.

This is an important global challenge that requires vision and requires political leadership. There are measures that will bear fruit not today or tomorrow, but we must sow to make possible that the fruit is produced. In fact, if we keep letting things go as we have seen many times, situations will get worse, the quality of the environment and the lives of men will worsen and any intervention to repair will certainly be much more expensive and much more difficult than any intervention aimed at preventing.
I believe “prevention” must be the watchword for us Europeans, if we want to have a word heard on the international scene too.

Bucharest Forum 2018: Cores and Peripheries in Europe: Is There a Future for the European Project?

Bucharest Forum 2018 When East Meets West: Collision, Collusion or Cooperation?

Bucharest Forum is an annual high-level event organized by the Aspen Institute Romania and the Bucharest office of the German Marshall Fund of the US. Since its inception in 2012, the mission of the Bucharest Forum is to create a regional platform for forward thinking on economic and security policies and for promoting political dialogue between governments and the civil society. 

The seventh edition of the Bucharest Forum takes place between 8 – 10 October, 2018, at critical times for the region and Europe. 

The current international context is in flux, as on both shores of the Atlantic national politics is driven by new agendas and discourses, imprinting a consequent dynamics to international relations, and affecting economic trends at national, regional and international levels. Brought to the fore by grievances of a plurality of citizens who feel left out of mainstream politics and economy, the new political trend and its economic philosophy are generating antagonistic approaches and actions of various actors, leading to numerous clashes of interest, intention and outcomes. Indeed, the main feature of the current context is the numerous clashes being either in incubation phase or out in the open. 

By bringing together leading politicians, thinkers, journalists, and business representatives, Bucharest Forum offers a platform for the various actors to meet and discuss their interests, approaches and goals, analyze potential and existing clashes, their implications and results, and look for ways to maximize the potential benefits of diverging views and mitigate the consequent negative impact.

Mircea Geoana, President, Aspen Institute Romania opened the first day of Bucharest Forum 2018. Franco Frattini, President, Italian Society for International Organizations and Special Representative of the OSCE, Chairperson-in-Office for the Transdniestrian Settlement Process, intervened after the key note address of Viorica Dancila, Prime Minister, Government of Romania.

The panel was centered on Cores and Peripheries in Europe: Is There a Future for the European Project?. The European project faces internal and external pressures and is in need to be adapted to both unexpected and predicted changes, demands and developmental trends. One of the most visible, if not the most important, rift within the Union is between core and periphery, both geographically, strategically and economically. Will this rift, together with the other forces, put an end to the project? Or can it be channeled towards increased coherence and further development?

"It would be a mistake if the European Union were to "punish" the United Kingdom for its intention of leaving the community bloc", Franco Frattini stated in the discussion about the future of the European project within the Bucharest Forum conference. At the same time, a "no deal" situation - the United Kingdom's departure from the European Union without an agreement following the negotiations with Brussels - would not be beneficial for the United Kingdom, Frattini pointed out, making an appeal in this context to "more leadership" on behalf of the EU. Frattini also made an appeal that Europe should take advantage of Brexit in order to become a real protagonist on the world stage, given that the presence of the United Kingdom proved to be an obstacle in certain fields, mentioning in this sense the security and common defence policy. An agreement is highly desirable through which the European Union can keep a close relationship with the United Kingdom and in equal measure it would be good for the latter not to sever its ties with the community block, Franco Frattini recommended.

Conte "persona moderata e  "uomo del compromesso"


Mosca, 6 giugno (askanews) – La discussione doveva concentrarsi sulla Transnistria. Ma Franco Frattini coglie l’attimo, sfoderando un certo tempismo nel trovarsi a Mosca all’indomani delle parole di Giuseppe Conte sulla Russia, e “aggiorna brevemente” il capo della diplomazia locale Sergey Lavrov sul nuovo presidente del Consiglio italiano. 

“Lei ha visto cosa ha detto ieri, davanti al Parlamento italiano?” ha esordito Frattini, in uno scambio di battute con il ministro degli Esteri russo, al quale ha assistito askanews. Mosca “è un amico, noi vogliamo restaurare la cooperazione strategica con voi, mantenendo ovviamente la storica Alleanza Euroatlantica”. Il tutto proprio mentre a Parigi, il ministro degli Esteri francese Jean-Yves Le Drian a radio Europa 1, dichiara che la revoca delle sanzioni europee contro la Russia, richiesta dal nuovo esecutivo italiano, entrerà in gioco solo se il processo di pace in Ucraina farà registrare progressi. Dando appuntamento a lunedì a Berlino, secondo il formato Normanno. 

Ma l’Italia vuole evidentemente aprire la partita su un altro tavolo. La parola chiave è “società civile” e Frattini a Mosca non manca di sottolinearlo. “Se lei si ricorda, Sergey – dice a Lavrov – è esattamente la proposta fatta dall’ambasciatore Pasquale Terracciano un mese fa, per far ripartire il supporto da parte della Bers, per le Pmi russe. Ci sono alcuni progetti congelati, e nelle parole del presidente del Consiglio, lei ritroverà le parole, società civile, che significa proprio il sistema delle Piccole e medie imprese in Russia. Era uno dei cinque punti del Piano Mogherini. Lui ha preso questo punto, su suggerimento dell’ambasciatore Terracciano, per andare avanti e rivedere un sistema che è stato congelato per anni, non razionalmente, secondo la mia opinione”. 

Secondo le parole di Frattini, la Russia per il nuovo presidente del Consiglio “è un amico”. L’ex ministro degli Esteri italiano e attuale rappresentante speciale dell’Osce per la regolarizzazione della Transnistria, dice di conoscere “da molto tempo” Conte ed Enzo Moavero Milanesi (oggi a capo della Farnesina). “È stato il vice segretario generale della Commissione Europea. È un mio vecchio amico, da vent’anni, ed è un uomo del compromesso. È un uomo capace”. E oltre a tessere le lodi di uno e dell’altro, ci tiene a specificare anche in un colloquio in piedi con il viceministro degli esteri russo Alexander Grushko – poco prima del faccia a faccia con Lavrov – che il programma del nuovo governo è “rivedere la base della politica delle sanzioni”. 

Quindi sulle sanzioni l’appuntamento non è solo per lunedì a Berlino. Perchè se Conte ha dichiarato di “voler rivedere la base della politica delle sanzioni” e “questo governo andrà avanti” su questa linea, il prossimo Consiglio europeo a fine giugno sarà “il luogo dove la base della politica sanzionatoria verrà discussa a livello di capi di stato e di governo”.

Foreign Minister Sergey Lavrov’s opening remarks at a meeting with Special Representative of the OSCE Chairperson-in-Office for the Transdniestrian Settlement Process Franco Frattini, Moscow, June 6, 2018 


Mr Frattini, once again it is very nice to see you. We have been cooperating very closely with you in practically all your capacities – in Rome, in Brussels, now in Vienna. 

Nevertheless I would like to recall that we know that you are very pragmatic, action-oriented and very constructive. These are the qualities of a politician which are not readily available everywhere. 

And certainly I’m glad to have this opportunity to discuss again the Transdniestrian settlement which is your competence now as you are the OSCE Chairperson-in-Office for the Transdniestrian Settlement Process. 

So I know that there was a meeting of the 5+2 recently which was not without results in some modest problems, but some progress in the areas important for ordinary people has been made. We will be very much interested in listening to your assessments.

Frattini: “E’ inutile organizzare i vertici sulla crisi ucraina senza la Russia”

Dal 1° gennaio 2018 l'Italia presiede l'Organizzazione per la Sicurezza e la Cooperazione in Europa (OSCE). Una delle priorità principali della Presidenza italiana sarebbe quella di contribuire alla ricerca di una soluzione alla crisi ucraina.

"La crisi in Ucraina ha posto in questione i principi sui quali si basa l'Osce. L'Italia continuerà a sostenere tutti gli sforzi dell'Ocse verso una risoluzione pacifica del conflitto ed esorta tutte le parti ad implementare pienamente gli accordi di Minsk. È inaccettabile che questa situazione rimanga così, nel cuore dell'Europa, e credo che ciascuno debba fare il proprio dovere fino in fondo per andare oltre e risolver[la]", — a dirlo è il Ministro degli Esteri, Angelino Alfano, nell'assumere per l'Italia la presidenza dell'Organizzazione per la Sicurezza e la Cooperazione in Europa.


Riuscirà l'Italia a svolgere un ruolo pragmatico e politicamente importante nell'ambito dell'OSCE, puntando sulla risoluzione della guerra in Ucraina che continua a uccidere? Con questa domanda Sputnik-Italia si è rivolto a Franco Frattini, l'ex ministro degli Esteri, rappresentante speciale dell'OSCE per la Transnistria. 

 — Presidente Frattini, l'Italia ha assunto la presidenza dell'Osce il 1° gennaio 2018, indicando come priorità l'Ucraina. Secondo alcuni esperti autorevoli, l'Italia, alla presidenza di turno dell'Organizzazione per la sicurezza e la cooperazione in Europa nel 2018, potrebbe avere la più grande opportunità della sua recente storia diplomatica di giocare un ruolo chiave nell'evitare i rischi di una nuova escalation, un ruolo di facilitatore del dialogo tra Est e Ovest. Condivide questa visione? 

—Certo. Noi abbiamo assunto questa presidenza nell'Osce indicando alcune priorità tra cui la soluzione di quella situazione che da alcuni decenni riguarda Transnistria e la difficile situazione che si è creata in Ucraina. Il Ministro degli esteri italiano Alfano ha già visitato sia Mosca, sia Kiev. L'Italia, oltre di essere un paese-fondatore dell'Unione europea e un paese mediterraneo, ha sempre esercitato questo ruolo di ponte tra Occidente e Oriente. Non è un segreto che tutti i governi dell'Italia degli ultimi anni hanno avuto una posizione molto aperta al dialogo strategico e alla cooperazione con la Russia pur mantenendo un'alta radice nell'Alleanza Atlantica. Per queste ragioni, credo che la presidenza italiana dell'Osce, possa avere successo. 

 — Che tipo di strategia l'Italia vorrebbe realizzare in Ucraina orientale, dove, nonostante il silenzio mediatico in Occidente, il conflitto continua a provocare le vittime? 
—Io credo che la preoccupazione principale debba essere l'interesse del popolo ucraino. Chiaramente il popolo ucraino va rispettato, va aiutato anche perché l'elemento più preoccupante, oltre agli incidenti che provocano vittime, c'è un generale decadenza economica dell'Ucraina, una situazione di crisi molto grave, dove l'Occidente, al di là dello sostegno politico, ha sostenuto molto poco sotto il profilo economico lo stato ucraino. Quindi, le priorità sono: interesse del popolo, aiuti economici, soluzione di questa crisi, sovranità dell'Ucraina ma anche una profonda trasformazione istituzionale, ad esempio verso un modello federale che garantisca l'integrità territoriale del paese e l'identità delle popolazioni di alcune province orientali dell'Ucraina. Il modello federale funziona benissimo in molti paesi del mondo. Quindi, credo che quella strada dovrebbe essere esplorata ulteriormente e chiaramente questo deve essere fatto con la presenza di tutti paesi che hanno un interesse ad una Ucraina unita ma anche ad una Ucraina profitta perché un collasso economico di questo paese sarebbe un grande problema. 

 — L'Osce ha dispiegato in Ucraina la sua più grande missione speciale di monitoraggio (Smm). Potrebbe brevemente spiegare perché questa missione è considerata "speciale" e quale potrebbe essere il suo valore aggiunto per la risoluzione della crisi ucraina? 

 — Si tratta di una missione che anzitutto vuole preservare quello obiettivo fondamentale che è il cessate il fuoco, cioè eliminare, se è possibile del tutto le vittime negli incidenti proprio sull'area del confine, nelle provincie orientali dell'Ucraina. La seconda ragione è quella che questa missione dell'Osce vuole aiutare la ripresa di un traffico trafrontaliero. Perché in quelle zone di confine vivono molte persone che da una parte e dall'altra del confine rischiano di perdere il lavoro, se l'economia nelle zone di confine viene completamente distrutta. Quindi, in questa missione l'Osce ha il dovere e la responsabilità mantenere la stabilità e la sicurezza ma anche permettere la ripresa di tutte le attività quotidiane. 

 — Nel mese di maggio ad Aquisgrana, in Germania occidentale, si potrebbe tenere un vertice dei leader di Germania, Francia e Ucraina, dedicata al posizionamento nelle forze di pace delle Nazioni Unite nel Donbass. Lo hanno riferito fonti nell'amministrazione presidenziale di Kiev al quotidiano russo "Kommersant". Di fatto, si tratterebbe di un incontro del Formato di Normandia con l'eccezione di uno dei suoi membri: il presidente della Russia. Come commenterebbe questa notizia? 

— Io credo che sarebbe certamente un vertice del tutto inutile perché la questione ucraina, com'è stato detto tante volte, va affrontata attraverso gli accordi di Minsk che prevedono la partecipazione della Russia ai negoziati. Quindi, è chiaro che se la Russia non è seduta intorno al tavolo, si cambia la filosofia degli accordi di Minsk, che sono considerati dallo stesso l'Osce come il centro dei negoziati. Tutti possono fare i vertici che vogliono, però io credo che i leader non amino perdere tempo. Quindi, è bene dire con chiarezza che senza la Russia è del tutto inutile parlare della soluzione di questa crisi. 

— Dopo la formazione del nuovo governo di coalizione, quale sarà il prossimo passo dell'Italia nell'ambito dell'Osce per quanto riguarda il conflitto in Ucraina? 

—Io credo che la presidenza italiana dell'Osce continuerà in spirito di continuità, cioè aiutando la soluzione del conflitto ucraino, come l'Italia ha sempre fatto. Certamente io mi auguro, ma questo è un augurio personale, perché non so chi si sarà nel governo, che il nuovo esecutivo riveda la posizione nei confronti della Federazione Russa per quanto riguarda la politica delle sanzioni. A giugno ci sarà una decisione da prendere al Consiglio dell'Ue e mi auguro che in quella decisione governo italiano, che sarà in carica, aprirà una discussione politica per ridiscutere il tema delle sanzioni in uno spirito di cooperazione con la Federazione Russa. Questo è il mio auspicio personale, però ho visto che uno dei leader che ha vinto le elezioni, l'On.Salvini si muove in questa direzione. Credo che farebbe bene a tutti di avere una nuova discussione sulla politica delle sanzioni che francamente, a mio avviso, non è una politica giusta per le relazioni tra l'Occidente e la Federazione Russa. 

— L'Italia si mira a rafforzare il lavoro dell'Osce per affrontare gli altri conflitti attraverso i formati esistenti: le Discussioni Internazionali di Ginevra nell'affrontare le conseguenze del conflitto del 2008 in Georgia, i colloqui 5+2 per una soluzione in Transnistria e gli sforzi dei tre co-presidenti per il conflitto in Nagorno-Karabakh. Quale, a Suo avviso, potrebbe essere il contributo della Russia alle trattative sulla regolarizzazione della Transnistria? 

— L'appoggio e dell'impulso della Federazione Russa è necessario, la Russia è uno dei componenti del 5+2. Ho parlato al telefono con il capo negoziatore russo e anche con il capo negoziatore ucraino per la questione Transnistria, che sono due rappresentanti speciali di rispettivi governi. Dopo visita a Chisinau e a Tiraspol ho ottimismo che tutti i componenti del 5+2 aiuteranno la soluzione del negoziato. Durante la mia visita a Chisinau ho avuto anche un incontro con i partner internazionali e il rappresentante della Federazione Russa era presente intorno al tavolo, dove fra l'altro sedeva l'ambasciatore americano. Quindi questo vuol dire che sulla questione Transnistria c'è una convergenza degli interessi e io mi auguro che le due parti Chisinau e Tiraspol trovino le soluzioni tecniche in poche settimane, in modo che il 5+2 al livello politico possa definire questo aspetto del negoziato. Questo sarebbe molto importante.

OSCE: Frattini: L'esperienza italiana, basata sul dialogo e sul principio di inclusività, può contribuire a risolvere i "frozen conflict" sparsi nell'area orientale dell'Europa

L'esperienza italiana, basata sul dialogo e sul principio di inclusività, può contribuire a risolvere i "frozen conflict" sparsi nell'area orientale dell'Europa: è questo il parere del presidente della SIOI e nuovo rappresentante speciale della presidenza italiana di turno dell'Osce per la Transnistria, Franco Frattini. 

Intervistato da "Agenzia Nova", Frattini ha illustrato la situazione attualmente in corso nella regione separatista filorussa situata nell'area orientale della Moldova e il focus di questo suo incarico annuale. Attenzione particolare anche ai negoziati nel formato 5+2 (Russia, Moldova, Transnistria, Ucraina e l'Osce, cui si aggiungono Unione europea e Stati Uniti in qualità di osservatori) e sulla situazione interna al paese est europeo, minata da una marcata instabilità che rischia di ostacolare un positivo andamento del processo di risoluzione della questione transnistriana. 

Infine, un cenno sugli altri "conflitti prolungati" in Europa orientale e sulle capacità dell'Italia di contribuire a una loro positiva risoluzione. In primis il presidente Frattini ha illustrato "i tre fattori di complessità" in cui versa la Transnistria al momento. 

"Il primo è che la regione dopo molti anni, grazie all’aiuto che viene da Mosca, ha oggettivamente accresciuto il suo livello di 'benessere locale' e ciò rende i cittadini ancora più convinti che soltanto il 'protettorato' della Russia può essere una garanzia di continuare a stare bene. Il nuovo governatore, che è un russo, è una persona che ha molta più visione e flessibilità rispetto ai suoi predecessori e questo è un fattore di complessità positivo", spiega l'ex ministro degli Esteri. 

"Il secondo fattore è la situazione in Moldova: è complessa, ed è in corso una crisi istituzionale senza precedenti. Il presidente che è il capo del Partito socialista, filorusso e che oggi secondo i sondaggi ha un notevole consenso, è stato interdetto da alcune sue funzioni perché si rifiutava di nominare alcuni ministri. Questi sono stati nominati in seguito a una sentenza della Corte costituzionale dal presidente del parlamento. In più c’è un governo in cui il premier è un personaggio che esprime un partito che non è quello di maggioranza; vi è dunque quello che si direbbe un governo di minoranza, e ci si prepara a delle elezioni generali che si svolgeranno nel 2018, ed è quindi la stessa Moldova che potrebbe avere più durezza negoziale perché tutti i partiti si posizionano in vista della campagna elettorale", ha aggiunto Frattini. 

Il terzo fattore, infine, è "il ruolo che giocano l’Europa e le organizzazioni internazionali, compreso l’Osce". "Credo che bisogna dire con grande chiarezza, che in quella situazione come in altre, l’Osce ha fatto meno errori dell’Europa: spesso l’Europa ha la tendenza a dire 'o stai con l’Ue o stai con la Russia': niente di più sbagliato. Accadde con l’Ucraina ed ecco il disastro in cui ci troviamo; hanno provato a farlo con la Serbia, e giustamente il presidente Aleksandar Vucic ha detto che l’amicizia storica con Mosca non si tocca", ha affermato Frattini. 

"L’Osce a differenza dell’Ue questi aut aut non li pone, quindi io credo che noi dovremmo orientare verso una guida dell’Osce di questa crisi perché oggettivamente l’organizzazione ha provato sempre a fare meglio. Ricordo quando ero ministro, mi battei per una missione dell’Osce al confine fra Georgia, Abkhazia e Ossezia del Sud e fu una chiave per fermare il conflitto vero e proprio. Il monitoraggio dell’Osce, la presenza di una missione, per esempio in quella crisi, fu determinante. Come lo è in Transnistria attraverso la partecipazione ai negoziati nel formato 5+2", ha aggiunto il presidente della Sioi. 

Concentrandosi proprio sul tema dei negoziati Frattini ha sottolineato che poco prima della conclusione della presidenza austriaca dell’Osce si sono messe a fuoco tre questioni sui cui si potrebbero fare dei passi avanti". 

"Io mi concentrerò in sede negoziale su quei passi che riguardano le questioni visibili per i cittadini, perché se vogliamo affrontare il tema Transnistria dobbiamo tenere conto che ai cittadini dobbiamo dare un messaggio chiaro del perché è sbagliata l’indipendenza e perché sarebbe più giusto un modello di autonomismo avanzato, paragonabile a quello sudtirolese; però dobbiamo dare dei segnali tangibili. Durante la mia attività di commissario europeo quando pensai ai Balcani occidentali e ai messaggi tangibili da inviare a questi popoli per mostrare loro 'la convenienza' del diventare europei il primo fu la liberalizzazione dei visti, un messaggio che entrava nelle case di tutti; è una leva che attraverso uno strumento molto visibile attira i paesi e respinge nazionalismi e secessionismi", ha detto l'ex ministro. 

La prima questione da affrontare in sede negoziale, seppure potrebbe essere ritenuta da alcuni di poco conto, è quella delle targhe autoveicoli: "C’è una richiesta di caratterizzare le targhe delle automobili che vengono immatricolate in Transnistria e che hanno la targa moldava con un simbolo che le caratterizzi e io ho davanti agli occhi le targhe delle auto immatricolate in provincia di Bolzano: targhe italiane con l’aquila sudtirolese. Tutti così capiscono che quella è una macchina immatricolata a un residente in Sud Tirol: questo potrebbe essere un primo segnale di garanzia di quell’identità transnitriana che non coincide del tutto con quella moldava", afferma Frattini, secondo cui "il secondo punto è quello della libertà circolazione: per i cittadini della Transnistria ora ci sono delle limitazioni alla loro circolazione da e per la Moldova; garantire un maggiore spazio di libera circolazione potrebbe significare un messaggio positivo, ovvero 'voi evitate tensioni secessioniste e in cambio avrete uno spazio di circolazione, commercio e investimenti che viene espanso e liberalizzato'. 

Terzo terreno, quello più difficile, secondo il presidente della Sioi "è lo status prigionieri per i gravi scontri degli anni Novanta. Su questo tema ci sono coloro che dicono che si tratta di martiri per la libertà, prigionieri politici in galera; altri dicono che sono criminali perché hanno commesso dei reati. Trovare una soluzione sullo status di questi soggetti, alcuni dei quali sono ancora in prigione, avrebbe ovviamente una forte valenza politica". Su questi tre temi molto tangibili, perché tutti i cittadini sanno di cosa di parla. Io guardo alla cornice del Sud Tirol, conquistata dopo un faticoso trattato internazionale, un assetto che fece cessare violenze gravissime: negli anni Sessanta e persino Ottanta c’erano attentati dinamitardi in Alto Adige, mentre adesso è una terra tradizionalmente felice. Dal lato moldavo tuttavia si fa spesso riferimento ad alcune condizioni per la risoluzione del conflitto, e fra queste la più citata è sicuramente quella relativa alla presenza dei militari russi nel territorio della Transnistria. 

"La cosa più sbagliata di tutte sarebbe porre il ritiro della missione di peacekeeping russa come condizione iniziale. Questi sono assetti che o si risolvono tutti insieme o restano come stanno. Credo che dobbiamo sciogliere tutti quei nodi che permetteranno un assetto conclusivo futuro", afferma Frattini, secondo cui "parlare ora di precondizioni che sono non realistiche farebbe fallire i negoziati in partenza. Sono quei gesti che mai la Russia adotterà ma che possono essere parte dell’assetto conclusivo che deriverà dall’accordo finale, o meglio una delle parti dell’accordo, perché se tutti saranno soddisfatti non ci sarà bisogno di peacekeeping, peace enforcing o di altro ma adesso sarebbe solo un modo per complicare il negoziato". 

Da alcuni osservatori una risoluzione positiva della questione della Transnistria potrebbe favorire l'adesione, o comunque l'avvicinamento della Moldova ad alcune delle principali organizzazioni internazionali: su questo tema il presidente Frattini ha un'idea precisa. "Assolutamente escluderei di considerare la Nato come un obiettivo possibile per la Moldova, faremmo un errore ancora più grave quando si ipotizzò l’adesione della Georgia. 

La Nato non si porta in casa il problema: paesi come Moldova e Georgia che hanno proprio per la loro storia dei legami, delle trazioni e delle popolazioni profondamente o totalmente russe, l’idea della Nato sarebbe controproducente per una stabilità futura", sostiene l'ex ministro. "Escludendo l’idea della Nato, che i moldavi non credo abbiano in mente, probabilmente dovremmo ragionare di un avvicinamento all’Ue e questo può avvenire in tanti modi. Io credo che sia quello degli accordi di associazione e partenariato e non di pensare all’adesione. Prima riconciliamo il paese, poi inizierà un lungo percorso che passa per lo stato di diritto, per le riforme istituzionali: la Moldova è uno dei paesi in cui il fenomeno corruzione è uno dei più gravi e le autorità moldave devono farci i conti, le principali forze politiche ne sono consapevoli", aggiunge il presidente della Sioi. 

Sulla base di questi presupposti, tuttavia, Frattini ritiene che "ma si potrà immaginare che per il solo fatto che sono in condizioni complicate regaliamo loro una scorciatoia per l’Europa, non sarebbe accettabile. Vediamo paesi come Serbia, Albania, Montenegro che stanno faticosamente attuando riforme e mica entreranno domani mattina: il presidente della Commissione europea Jean Claude Juncker per la Serbia ha parlato di una prospettiva 2025, quindi non possiamo immaginare che questi paesi abbiano davanti a sé la scorciatoia". 

Tuttavia secondo l'ex ministro "è sicuro che una Moldova stabilizzata potrebbe accedere a quegli strumenti, per esempio la liberalizzazione dei visti, che sono fondamentali per la popolazione nella vita di tutti i giorni. Da commissario Ue stabilii a Chisinau il primo centro fuori dall'Ue per il trattamento dei dati per i visti, lo feci lì perché ritenni importante dare un messaggio di un centro dove i moldavi possono presentare direttamente una richiesta. Sono facilitazioni, sono segnali, ma non abbiamo detto che avremmo regalato loro il 'visa free'. 

Una volta riconciliato il paese si dovrà lavorare sull’upgrade dell’accordo di associazione e liberalizzazione per arrivare a un sistema di libero mercato". In questo senso, aggiunge Frattini, sarà giusto valutare "chi vincerà le elezioni di quest’anno: ma bisogna evitare questa contrapposizione, serve un compromesso, un dialogo, e tutte le componenti si devono sentire incluse". Infine Frattini ha sottolineato il vantaggio di cui l'Italia può godere nel suo ruolo di presidente di turno dell'Osce. "La presidenza italiana ha un grande vantaggio, ovvero che l’Italia ha sempre avuto rapporti con gli uni e con gli altri. 

L’Italia ha rapporti con l’Ucraina e con la Russia, il ministro Alfano sarà a fine mese prima a Kiev e il giorno dopo a Mosca", afferma il presidente della Sioi che si sofferma anche su alcuni degli altri conflitti dell'Europa orientale. 

"Per quanto riguarda il Nagorno-Karabakh (la regione contesa fra Armenia e Azerbaigian): io ho avuto spesso l’opportunità di recarmi a Baku grazie ai miei amici azeri che mi invitano ogni anno al forum internazionale che si svolge nella capitale, ma al tempo stesso ho ricevuto proprio qui alla Sioi il ministro degli Esteri armeno Edward Nalbandian, con cui avevo lavorato da collega e che vedo e sento di frequente", sostiene Frattini, secondo cui "il ruolo dell’Italia sarà quello di trovare compromessi inclusivi in cui nessuno si senta fuori posto". 

Per questo motivo, incentrandosi sul tema Ucraina-Russia, l'ex ministro degli Esteri sottolinea quanto sia fondamentale aiutare Kiev. "Parlando brutalmente mi sento di dire che l’Occidente ha eccitato contro la Russia gli ucraini e il governo e poi ha lasciato il paese in mezzo al guado, perché tutti i faraonici aiuti promessi non sono arrivati né da Bruxelles né da Washington", afferma Frattini, secondo cui "oggi il paese è in grave crisi economica, e quindi la precondizione è aiutare il paese economicamente". 

In una situazione di "instabilità, povertà e corruzione diffusa", conclude il presidente della Sioi, "le elezioni che si terranno il prossimo anno in Ucraina non porteranno a grandi cambiamenti: se noi invece aiutassimo l’Ucraina a riprendersi, lavorando insieme alla Russia, allora quello che è un conflitto prolungato potrebbe diventare un accordo, quindi cerchiamo soluzioni inclusive ed evitiamo di eccitare gli animi". © Agenzia Nova

Il contributo della Russia agli accordi sulla regolamentazione della Transnistria sarà positivo; senza di esso il raggiungimento della riconciliazione non sarebbe possibile.

Lo ha dichiarato il presidente della Società italiana per l'organizzazione internazionale (Sioi) e nuovo rappresentante speciale dell'Osce per la questione della Transnistria, Franco Frattini, durante un'intervista all'agenzia di stampa "Ria Novosti". Frattini ha detto di aver preso l'impegno come rappresentante per la questione di Tiraspol nell'interesse della stabilità e della sicurezza europee. "Penso che i miei precedenti incarichi, ai tempi in cui ho lavorato per avvicinare la Moldova all'Ue e per la risoluzione della crisi georgiana, mi aiutino nel nuovo compito", ha detto.

Le relazioni di Frattini con le autorità russe, che giocano un ruolo fondamentale nella questione della Transnistria, sono buone; il nuovo incaricato dell'Osce ha espresso inoltre la volontà di confrontarsi al più presto con i poteri di Mosca, ed in particolare con il ministro degli Esteri, Sergej Lavrov, che è stato indicato come "un amico". Per quanto riguarda i temi da affrontare nell'immediato, Frattini vorrebbe affrontare il tema della libertà di movimento e proporre inoltre l'applicazione, sulle targhe delle auto moldave, di un segnale aggiuntivo che identifichi la Transnistria, come avviene in Italia nella provincia di Bolzano.

"Se riusciremo ad accordarci almeno su questi due punti, porteremo un segnale ai cittadini comuni e compiremo un primo passo importante per ulteriori accordi", ha affermato il rappresentante speciale Osce. Permangono tuttavia anche temi più delicati, come le ostilità interne alla Moldova, date dalla diversità di visioni sui poteri delle massime cariche statali. "Se tratteremo direttamente con le diverse autorità locali, che sono in conflitto tra loro, il nostro compito non sarà facile. Spero quindi molto nella flessibilità delle parti", ha spiegato Frattini. Alle discussioni parteciperanno, in formato 5+2, Chisinau e Tiraspol come parti in causa, Russia, Ucraina e Osce come mediatori ed infine Ue e Usa come osservatori.

La Transinistria, abitata al 60 per cento da russi e ucraini, è un territorio indipendente de facto, ma de iure parte della Moldova; ha ottenuto già prima della caduta dell'Unione sovietica la separazione dalla Moldova, temendo che quest'ultima si unisse alla Romania. Nel 1992, dopo che le autorità moldave non sono riuscite a riannettere il territorio, la Transnistria è uscita di fatto dal controllo di Chisinau.

Новый спецпредставитель ОБСЕ по Приднестровью, известный итальянский политик Франко Фраттини в четверг в интервью РИА Новости выразил уверенность в том, что вклад России в приднестровское урегулирование будет оставаться позитивным, без чего достижение соглашения о примирении там невозможно. 

Ранее во вторник министр иностранных дел Италии Анджелино Алфано в рамках презентации в Вене приоритетов итальянского председательства в ОБСЕ объявил, что обязанности спецпредставителя ОБСЕ по Приднестровью в 2018 году будет выполнять экс-глава итальянского МИД, бывший вице-президент Еврокомиссии Франко Фраттини. 

Опыт, надежды, планы 
"Я принял это назначение в интересах укрепления стабильности и безопасности в Европе в рамках итальянского председательства в ОБСЕ. У меня сложились весьма хорошие и проверенные временем отношения с российскими властями, которые, несомненно, в приднестровском урегулировании играют основополагающую роль. В свое время в качестве еврокомиссара я сделал многое и для Молдавии, работая в целях сближения этой страны с Евросоюзом, в частности, по визовым проблемам. Полагаю, что это поможет мне внести вклад в рассмотрение этого сложного досье, где еще остается немало нерешенных вопросов", — заявил Фраттини. 

В этой связи спецпредставитель ОБСЕ выразил надежду на то, что в ближайшее время у него состоятся телефонные переговоры и непосредственные контакты с российским представителями, в том числе, и с главой МИД РФ Сергеем Лавровым, которого он назвал своим другом. В ходе этих контактов Фраттини имеет в виду прояснить вопрос о том, каких конкретно целей можно было бы добиться в деле приднестровского урегулирования в ходе председательства Италии в ОБСЕ. 

"Думаю, что существуют возможности продвижения вперед как минимум по двум темам, которые принесли бы видимые результаты для граждан. Во-первых, речь идет о номерах автомобилей, зарегистрированных в Приднестровье. Здесь могла бы быть использована итальянская модель, существующая в автономной провинции Больцано. Символ этой провинции размещен на номерных знаках зарегистрированных в ней автомашин, и сразу показывает, что они не из Рима, например. Такой знак Приднестровья мог бы появиться на молдавских автомобильных номерах, что стало бы важным сигналом узнаваемости для граждан", — указал собеседник РИА Новости. 

Вторым вопросом, который должен быть решен в ближайшее время, по мнению Фраттини, является проблема обеспечения свободы передвижения. "Ясно, что, если мы достигнем прогресса по этим двум направлениям, это принесет видимые и осязаемые результаты для обычных граждан. В свою очередь это может стать доказательством возможности достижения договоренности о примирении", — отметил он. 

Деликатные проблемы ждут решения 
Фраттини заметил, что помимо данных проблем существует еще немало деликатных вопросов, которые уже давно требуют своего решения. 

"Безусловно, существуют и более деликатные вопросы, например, вопрос о статусе лиц, арестованных в ходе порой уже очень давних инцидентов и столкновений. Такие вопросы надо рассматривать шаг за шагом, один за другим. Но по трем названым сейчас мной темам, мы могли бы продвинуться вперед в ходе итальянского председательства", — подчеркнул спецпредставитель ОБСЕ. 

Фраттини также обратил особое внимание на нынешний институциональный кризис, вызванный острыми разногласиями по поводу полномочий правительства и президента Молдавии. 

"Повторяю, в деле приднестровского урегулирования очень важен вклад российской стороны, который, — я уверен, — будет оставаться позитивным. Но не менее важно преодолеть институциональный кризис, возникший в Молдавии. Если мы будем иметь дело с активно действующим правительством, но одновременно с президентом, находящимся в сложной ситуации, это значительно усложнит нашу задачу. Тем более, что, как мне известно, нынешний президент республики имеет добрые отношения с Москвой", — сказал он. 

"Этот внутренний конфликт властей должен быть преодолен. Я надеюсь на гибкость всех заинтересованных сторон, что отвечало бы интересам этой страны и ее граждан. Тогда и переговоры по приднестровскому урегулированию, которые длятся уже около 20 лет, можно было бы продвинуть вперед", — резюмировал Фраттини. 

Потенциал ОБСЕ 

В заключение известный политик выразил уверенность в том, что ОБСЕ, председательство в которой 1 января 2018 года перешло к Италии, способно содействовать решению многих важных международных проблем. 

"Я согласился выполнять обязанности спецпредставителя ОБСЕ по Приднестровью на общественных началах в интересах Италии и всей Европы. Отмечу, что я всегда уделял большое внимание деятельности ОБСЕ. В частности, я был среди тех, кто в свое время занимался разрешением грузинского кризиса, многое сделал для того, чтобы миссия ОБСЕ действовала непосредственно на границах Грузии, Абхазии и Южной Осетии. Приднестровье, 60% жителей которого составляют русские и украинцы, добивалось выхода из состава Молдавии еще до распада СССР, опасаясь, что на волне национализма Молдавия присоединится к Румынии. В 1992 году, после неудавшейся попытки властей Молдавии силой решить проблему, Приднестровье стало фактически неподконтрольной Кишиневу территорией.

OSCE Chairperson in -Office Alfano appointed Frattini as his Special Representative for the Transdniestrian settlement process

Crisis in and around Ukraine, protracted conflicts, Mediterranean security, migration among Italy’s OSCE priorities, Chairperson-in-Office Alfano appointed former Italian Foreign Minister and European Union Commissioner Franco Frattini as his Special Representative for the Transdniestrian settlement process. 


VIENNA, 11 January 2018 – Addressing the crisis in and around Ukraine, the protracted conflicts, the security of the Mediterranean region, and the challenges of migration, including by combating human trafficking and all forms of xenophobia and discrimination, are among Italy’s OSCE Chairmanship priorities, OSCE Chairperson-in-Office and Italy’s Foreign Minister Angelino Alfano told the Permanent Council in Vienna today. 

Formally inaugurating Italy’s 2018 Chairmanship of the OSCE, Alfano announced that “Dialogue, Ownership, Responsibility" would be the motto of its work this year, reflecting the spirit that informed the organization’s origination four decades ago

“These are the ingredients that we consider fundamental to reviving ‘the spirit of Helsinki’ in its most authentic form. It is this spirit that the Italian prime minister at the time, Aldo Moro, called ‘a point of transition to the future’”, he said. He said the protracted conflicts would be a major focus of the Italian Chairmanship’s work this year. “Our main challenge is the search for a solution to the crisis in and around Ukraine,” he said. “Mutual provocations have generated a climate that risks compromising the confidence-building measures hitherto adopted by the sides. Our hope is to help to reverse this trend by encouraging new steps towards the full implementation of the Minsk agreements.” In addition to supporting the intensification of negotiating efforts under the Normandy Format and the Trilateral Contact Group, Alfano said that the Chairmanship will support with all its energy the work of the OSCE Special Monitoring Mission to Ukraine. 

He also announced he would visit Ukraine and the Russian Federation from 30 January to 1 February. On the Transdniestrian Settlement Process, Alfano noted that 2017 ended with a positive and encouraging momentum. “These developments show us that this could be a crucial moment for the resolution of the protracted conflict. My appreciation goes to the Sides and to the actors of the ‘5 + 2 format’. I would also like to assure you that Italy will continue on this path to try to take further steps forward,” Alfano said, adding that he had appointed former Italian Foreign Minister and European Union Commissioner Franco Frattini as his Special Representative to the Settlement Process

Regarding the conflicts in the South Caucasus, Alfano said the Chairmanship would continue to support the Geneva International Discussions and look to encourage dialogue also on informal initiatives, while on the Nagorno-Karabakh conflict, Italy would continue to support the work of the Minsk Group Co-Chairs “for a definitive and shared solution to the conflict.” The OSCE Chairperson-in-Office said that Italy intends to give greater importance to the multiple challenges coming from the Mediterranean region. “It is a matter of revitalizing an intuition that came from our founding fathers, who recognized, already in the Helsinki Final Act, the indivisibility of Euro-Mediterranean security and the fact that the Mediterranean dimension was complementary and not an alternative to the Euro-Asian dimension. One reinforces the other,” he said. 

Alfano said that the Italian Chairmanship would work to build a “genuine partnership” with the Mediterranean countries through more political dialogue, more concrete collaboration on security issues such as the regulation of migration routes and on the return to Europe of foreign terrorist fighters, and working “to reduce the dangerous rift in the Mediterranean, in which fanaticism, violent extremism and terrorism proliferate.” 

“We want to promote a holistic approach to the fight against terrorism, which involves the protection of human rights and fundamental freedoms, as well as investment in education and culture, with more attention to women and young people,” he said. In other areas of the politico-military dimension, the Chairmanship will work to revive the logic of co-operative security among participating States, in particular through supporting the ongoing Structured Dialogue. Pledging to "reduce the gap of inequality through responsible leadership", Alfano said that the Chairmanship in the economic and environmental dimension will aim to strengthen dialogue on growth, innovation, human capital, good governance and the transition to green energy. 

Highlighting that “we will also fight against corruption in all its forms”, the Chairperson-in-Office said that he has appointed Italian former Minister of Justice Paola Severino as his Special Representative in this area. Regarding migration, Alfano said that there was a need for a wider sharing of international responsibility and solidarity. He said that the Chairmanship would focus its efforts in the human dimension on the related issues of the fight against human trafficking and for the protection of victims' rights, especially women, children and unaccompanied minors. He also announced Salvatore Martinez, President of the Italian Observatory on Religious Minorities in the World and on the Respect of Religious Liberties, as his Special Representative on combating all forms of racism, xenophobia, discrimination and intolerance. The Chairperson-in-Office also thanked the outgoing Austrian OSCE Chairmanship, including Chancellor Sebastian Kurz and Foreign Minister Karin Kneissel, for their “excellent work” over the last year. 

“We are pleased to take the baton from our Austrian friends and continue with the same commitment, great determination, and awareness of the responsibilities and challenges that await us,” he said. “We believe in the success of the OSCE, because in this Organization we are united by a common history; a common motivation to work for peace with respect to every threat; and a deep desire for co-operation,” he concluded. “My hope is that this profound and precious bond of unity among all the participating States will help us to consolidate this year our common commitment to the stability and security of the OSCE region.
