Belgrado, 23 apr 2019 15:31 - (Agenzia Nova) - Il ministro della Giustizia della Serbia, Nela Kuburovic, è stata oggi a colloquio con l'ex titolare della Farnesina e presidente della Società italiana per l'organizzazione internazionale (Sioi), Franco Frattini. 
Secondo quanto riporta una nota del ministero serbo, al centro dell'incontro è stata la lotta contro la corruzione messa in campo dal governo serbo. Secondo il ministro, la lotta alla corruzione non è mai stata in Serbia ad un livello così alto. 
"I progressi compiuti dalla Serbia sono stati riconosciuti innanzitutto dal Greco (gruppo di paesi per la lotta alla corruzione del Consiglio d'Europa), che nell'ultimo report ha confermato che la Serbia non si trova più nella lista dei paesi non soddisfacenti da questo punto di vista", ha detto Kuburovic. L'ex titolare della Farnesina ha salutato con favore i risultati raggiunti e sottolineato l'importanza dei risultati stessi, anche tenendo conto del fatto che la Commissione europea sta preparando il report annuale sui progressi della Serbia nel suo processo di integrazione europea.

Frattini: Serbia deserves to become EU member state


Belgrade, 23th July, 2018 - Franco Frattini, President of the Italian Society for International Organization (SIOI) said on Monday, that Belgrade showed it deserved to join the European Union as its full member, a statement from Serbia’s Ministry for European Integrations said. 

In the meeting with Serbia’s Minister for European Integration Jadranka Joksimovic, Frattini added that the EU “has noticed the commitment by (Serbia’s) government to be an active and reliable EU partner,” which, in his opinion, was visible in the opening of negotiating chapters. 

Frattini, who in 2013 was an advisor for the European integration to the then Serbia's Prime Minister Aleksandar Vucic, also said that the reforms in Serbia “are giving results,” the statement carried by the FoNet news agency reported. 

Joksimovic and Frattini discussed the continuation of Serbia's accession talks with the EU and all the reforms Belgrade had to implement on its road to the bloc. The statement added that the two also talked about the situation in the region and agreed that Serbia’s role in the regional stability was necessary for the EU stability as well.

Background 

On the 60th anniversary of singing the Rome Treaties, Italy finds itself symbolically again in the role of a host of a European gathering, this time hosting the Western Balkan countries in Trieste. The idea of common European values coupled with hopes for peace and prosperity that mobilised the initial 6 countries in Rome in 1957, seems to have persevered its appeal for six decades, at least to those countries still aspiring to join the club. 
However, the faith in the European project of both (potential) candidate countries and the EU member states is continuously tested by crises, mounting disillusionment and growing populism. 
In the time of resurfacing nationalisms, inward-looking communities, estrangements and divisions throughout Europe, how can their relationship be strengthened? 
Amidst the ongoing process of rethinking the European Union and its future shape, along with burdensome Brexit negotiations, the enlargement policy is (still) falling outside of Brussels’ spotlight. 

In the light of the Rome Summit, the European Commission presented a White Paper on the Future of Europe outlining five scenarios for EU by 2025, while failing to refer to the enlargement and indicating “a vision for its own future at 27”. 

However, the EU continues to proclaim its unwavering political commitment to the European perspective of the WB region, at least through the Berlin process. 

Initiated by Germany in the centenary of the end of the First World War, it currently represents “the main regional cooperation mechanism keeping alive the EU accession perspective of the Western Balkan countries”. 

The Berlin process also brought an opportunity for a ‘double and parallel’ restart of the integration process, as well as a ‘faster EU track’ for the region uniting the WB countries by the common goal of joining the EU. Already half way through the envisaged five consecutive summits, it is time to recapitulate the progress in regard to goals and commitments made in its frame, and highlight the prospects and best ways to use its potentials for achieving concrete and tangible results in line with local, national and regional needs. 

The 2017 is also marked by crucial elections in a number of key member states – including Austria, the Netherlands, France and Germany. The vision of Europe and European future of these member states has been one of the key points of contention among the candidates. The elections reconfirmed citizens’ need for new political parties and movements offering fresh visions and energy. 
The presidential elections in Austria and France particularly marked a historical shift by bringing unprecedented victories to independent candidates, while crumbling the traditional centre left – centre right division of stale political parties and their worn-out discourses. 

A (symbolic) battle for the future of Europe between the populist right-wing nationalists and liberal pro-Europeans is under way. However, the effects of these elections on the EU enlargement policy and support for accession of the EB countries remain to be seen. 
Will the new, pro-European leaders bring a new outlook for the WB? The citizens of the Western Balkan countries share the mounting discontent with their European neighbours. The spring brought a wave of protests in Serbia, with citizens calling for the protection of democratic values and effective democratic institutions, along with disturbing instability in neighbouring Macedonia. 
Will the newly elected European leaders mark the end of Europe’s support to “stabilocrats”, hence proving to be consistent to proclaimed democratic values also outside their national countries? Despite the disillusionment and fear of globalisation, the answer for overcoming the challenges Europe is facing is in joint, decisive and substantial action towards shaping its common future, through education, research, innovation and connectivity. 

In the times of uncertainty, the WB countries have to (re)claim their place in Europe’s future as partners and contributors to common stability and prosperity.

Serbia: Frattini, necessario un messaggio politico da Bruxelles. Incontro con ministro Joksimovic

Il ministro Jadranka Joksimovic visita insieme al presidente della SIOI, Franco Frattini, la mostra sui 70 anni

Si è tenuta oggi presso la Società Italiana per l'Organizzazione Internazioanle (SIOI), la lecture del ministro per l'Integrazione Europea della Serbia, Jadranka Joksimovic sul rapporto di Belgrado con l'Unione Europea e la prospettiva di adesione. Qui di seguito alcuni abstract degli interventi.

Serbia: Frattini, necessario un messaggio politico da Bruxelles 
L'Unione europea deve dare un messaggio politico alla Serbia con l'apertura di uno o due capitoli del processo d'adesione entro la fine dell'anno o all'inizio del prossimo. La Serbia ha bisogno di un messaggio simbolico da parte dell'Ue - ha detto Frattini -. La leadership serba sta facendo molto e deve essere aiutata". Frattini ha sottolineato come Belgrado abbia "una leadership forte ora. Dobbiamo riconoscere il ruolo del premier serbo Aleksandar Vucic e la sua capacita' di seguire un progetto e andare avanti, prima di tutto nell'interesse dei serbi", ha aggiunto Frattini. L'ex ministro degli Esteri italiano ha ricordato come Belgrado abbia intrapreso un processo di riforme economiche, dure ma necessarie, dicendosi convinto che nel giro di due anni, nel 2016, il paese possa tornare a crescere. "Bruxelles pero' deve fare di piu', in termini di impegni politici e pubblici", ha concluso Frattini.  

Serbia: ministro Integrazione europea Joksimovic, favorevoli a mediazione italiana 
in rapporti con Tirana 
La Serbia appoggia pienamente un'eventuale iniziativa italiana per fare da mediatore nei rapporti tra Belgrado e Tirana. E' quanto affermato dal ministro dell'Integrazione europea della Serbia, Jadranka Joksimovic, nel suo intervento alla conferenza organizzata dalla Sioi sulla prospettiva europea di Belgrado. "Non siamo in un conflitto e la mediazione italiana e' sempre benvenuta", ha detto la Joksimovic, ricordando che fino a poco tempo fa era impensabile che Belgrado raggiungesse un accordo con gli albanesi del Kosovo, che "in ogni caso la Serbia non intende riconoscere come stato indipendente". La Joksimovic ha anche posto l'accento sugli storici rapporti d'amicizia tra Italia e Serbia, auspicando che ci sia sempre una maggior presenza di investitori italiani nel suo paese. "Auspichiamo inoltre che entro la fine dell'anno si possa tenere un incontro tra i nostri due premier, Aleksandar Vucic e Matteo Renzi", ha concluso la Joksimovic.

Serbia: ministro Integrazione europea Joksimovic, 
"impossibile rinunciare ai rapporti con la Russia" 
La Serbia non puo' rinunciare ai suoi rapporti economici e politici con la Russia, pur essendo un paese candidato all'ingresso nell'Ue. Lo ha detto oggi il ministro dell'Integrazione europea della Serbia, Jadranka Joksimovic, durante la conferenza organizzata dalla Sioi in occasione della sua visita a Roma. "La societa' serba e' aperta, moderna e filoeuropea - ha detto la Joksimovic - e come paese noi apparteniamo alla migliore delle famiglie europee, questo pero' non significa che dobbiamo rinunciare a una partnership strategica con la Russia, aderendo alle sanzioni contro Mosca". 

La Joksimovic ha spiegato che "e' importante capire come ogni paese, anche quelli che gia' fanno parte dell'Ue, abbia specifici interessi economici e politici" cui non si puo' rinunciare. "Come paese candidato stiamo cercando di trovare la migliore soluzione possibile per i nostri cittadini. E questo significa che non siamo nella posizione di adottare sanzioni contro la Russia, anche se, man mano che ci avviciniamo all'Ue, dovremo aumentare il nostro grado di allineamento con la politica estera comune", ha aggiunto il ministro, dicendosi fiduciosa nel lavoro del nuovo Alto rappresentante per la politica estera e di sicurezza europea, Federica Mogherini. 

 Sull'argomento e' intervenuto anche il presidente della Sioi ed ex ministro degli Esteri italiano, Franco Frattini, dicendosi convinto che anche per l'Ue non sia un bene "rompere le relazioni storiche con Mosca. Bruxelles non puo' mettere la Serbia di fronte a questa scelta e allo stesso tempo dovrebbe ripristinare la sua partnership strategica con la Russia, il contrario di quello che hanno in mente alcuni stati europei".  

Serbia: ministro Integrazione europea Joksimovic, 
"entrare nell'Ue per migliorare nostri standard di vita" 
La Serbia deve entrare nell'Ue per migliorare gli standard di vita dei suoi cittadini. E' questa, secondo Jadranka Joksimovic, ministro dell'Integrazione europea di Belgrado, la principale ragione alla base del processo d'adesione europea della Serbia. "Se vogliamo migliorare la nostra societa' e il nostro tenore di vita - ha detto oggi la Joksimovic intervenendo ad una conferenza oggi alla Sioi, a Roma - allora dobbiamo allinearci agli standard raggiunti dall'Ue: per questo sono richieste riforme organiche e comprensive, non solo nel settore economico". La Joksimovic ha ricordato che il governo ha adottato un piano di consolidamento fiscale, che prevede misure rigide e impopolari come la riduzione dei salari pubblici e delle pensioni. 

"Allo stesso tempo dobbiamo proteggere le parti vulnerabili della popolazione attraverso i programmi di assistenza sociale e non e' un compito facile. Stiamo facendo del nostro meglio", ha sottolineato la Joksimovic. "Non vogliamo perdere il nostro focus sui valori dell'integrazione europea (quelli previsti dai capitoli 23 e 24) sullo stato di diritto, le riforme giudiziarie e della polizia e la tutela delle minoranze e della liberta' d'informazione - ha aggiunto il ministro -. Per questo abbiamo preparato dei piani d'azione che la Commissione europea ha gia' approvato. Per le riforme pero' non sono necessarie solo modifiche legislative, ma anche un cambiamento di mentalita', di approccio. Questa e' la sfida maggiore". 

 "Allo stesso tempo dobbiamo proteggere le parti vulnerabili della popolazione attraverso i programmi di assistenza sociale e non e' un compito facile. Stiamo facendo del nostro meglio", ha sottolineato la Joksimovic. La Joksimovic ha ribadito come sia importante per i cittadini serbi comprendere le "implicazioni concrete" dell'ingresso nell'Ue. "Come paese candidato siamo in una posizione che ci permette di usufruire di vantaggi concreti - ha spiegato il ministro dell'Integrazione europea -. Grazie a questi vantaggi abbiamo potuto accedere al Fondo di solidarieta' europeo per i progetti di ricostruzione dopo le alluvioni di maggio, ottenendo risorse aggiuntive pari a 60 milioni di euro. Se non fossimo stati un paese candidato non avremmo potuto".

Frattini praises reforms of Serbian government

Prime Minister Aleksandar Vucic highlighted today during the talks with President of the Italian Society for International Organisation Franco Frattini the importance of the adoption of reform measures and a series of laws whose objective is the improvement of living stndards of Serbian citizens.

Frattini praised the announced fiscal consolidation measures, as well as the efforts made by the Serbian government in the reforms taken to date, which he described as brave and responsible.

Frattini: Reforms take Serbia out of crisis and towards EU



Italian Society for International Organisation President Franco Frattini said on Thursday the set of reforms the Serbian Prime Minister had presented recently would pull the country out of the crisis and improve Serbia's outlook regarding EU integration, adding that he believed the upcoming report by the European Commission would be positive.

The reforms presented recently by Serbia's Prime Minister Aleksandar Vucic are strong and comprehensive, and that they would pull Serbia out of the crisis it is in, Frattini told Tanjug during the 4th Belgrade Security Forum.

He thinks that is the reason why Serbia's chances of joining the EU are improving, adding that this is the first time the Serbian government has lived up to expectations and presented tangible results.

He hopes Serbia could open the first chapters of the accession talks with the EU by the end of the year and thinks Chapter 32 might be the first.

The former European commissioner and Italian foreign minister sees that chapter as very important because it involves transparency related to economy.

Frattini, who is also the president of the Council of the Italian Supreme Administrative Court, feels there might be good progress when it comes to chapters 23 and 24 as well, which are related to the judiciary and security, and explains that this would also include the approval of the related action plans, if not the opening of the chapters themselves.

He also thinks the European Commission's report on Serbia's progress scheduled to be announced next week will be pretty positive.

Commenting on the Ukrainian crisis, which was the topic of Thursday's discussion at the forum, Frattini states that three things should be done, starting with the full implementation of the Minsk agreement.

The second is a three-way dialogue about energy supply that would involve Russia, Ukraine and the European Commission, and the third is to review the political sanctions against Russia that have hit the European economy very hard, he stressed.

It is also necessary to restore the traditional strategic partnership with the Russian Federation, which is in mutual interest, he underscored.

Frattini: Measures to encourage growth, heal economy

ROME, BELGRADE - The measures announced by Serbian Prime Minister Aleksandar Vucic will spur economic growth and heal the Serbian economy in the next year or two, the president of the Italian Society for International Organisations Franco Frattini said on Friday.

The former European commissioner, who has also served as Italy's foreign minister, told Tanjug that the most efficient initiatives will be those that are related to the fight against the grey economy, political influence and employment in the public administration.

The measures are very significant and can be compared to those taken by the prime minister in the fight against corruption, which have proved to be very successful in Serbia, Frattini said.

He said that he is confident that the measures aimed at creating a healthy private sector and industry, which, as Vucic said, would not be in the hands of tycoons, but rely on small producers and small and medium enterprises - in particular in agriculture - will be a great success.

The reduction of pensions and salaries in the public sector is among the tough measures, Frattini said, but added that the experiences of countries such as Greece, Portugal and Spain - which had been in a worse situation than Serbia - show that the measures have been successful.

Attracting foreign investors is one of the biggest trump cards, and Sheik Mohammed bin Zayed's presence in Belgrade confirms that the United Arab Emirates will continue to invest in Serbia as they have in Air Serbia, Frattini noted.

Besides the United Arab Emirates, neighbouring countries such as Italy are also investing in Serbia, Frattini said, citing FIAT and Calzedonia, which recently opened a production plant in Subotica, as examples.

"Serbia is bridge between Russia and EU"

BELGRADE -- Special adviser to the Serbia government Franco Frattini considers Serbia's role as a bridge between the EU and Moscow to be "very important."

This former Italian foreign minister and former EU commissioner believes that such a role can help ease tensions related to the Ukrainian crisis.

"The fact that Serbia is a good partner of Moscow's and a candidate for membership of the EU at the same time is an opportunity for it to act as a bridge and try to explain to Moscow what more needs to be done to reduce tensions and restore relations with the EU," Frattini said in a telephone statement for Tanjug from Rome. 

He recalled that Serbia's foreign policy aimed at joining the EU, but it did not mean ending good relations with Russia. 

Commenting on media reports in Belgrade that when Italy's foreign minister visits here she would "demand from the Serbian authorities to align their foreign policy more with that of the EU, above all when it comes to Russia and Ukraine," Frattini said he did not know what the minister would say, but noted: 

"Italy has always been very clear that there is no alternative to negotiating with Serbia and maintaining good relations with Russia. The Italian government is working to help deescalate the present complicated crisis between Russia and the EU."
