Azerbaigian: XXV Anniversario dall’instaurazione dei rapporti diplomatici con l’Italia il Ministro degli Affari Esteri, Elmar MAMMADYAROV alla SIOI 

Roma - Si è svolta giovedì 20 aprile alle ore 17.30 presso la sede della Società Italiana per l’Organizzazione Internazionale (SIOI) la conferenza del Ministro degli Affari Esteri dell’Azerbaigian, Elmar Mammadyarov, sul tema: “La Politica Estera dell’Azerbaigian e i Rapporti con l’Italia.” 

Hanno introdotto l’incontro il Presidente della SIOI, Franco Frattini e il Sottosegretario di Stato del Ministero degli Affari Esteri e della Cooperazione Internazionale, Benedetto della Vedova. L’evento, in lingua inglese, è stato organizzato in collaborazione con l’Ambasciata della Repubblica dell’Azerbaigian.

Il Ministro ha inaugurato la mostra fotografica dedicata ai XXV anni di rapporti tra Italia e Azerbaigian, allestita nel Chiostro di Palazzetto Venezia.

Italia-Azerbaigian: Frattini (Sioi), eccellente cooperazione bilaterale La cooperazione fra Italia e Azerbaigian è eccellente. E' quanto dichiarato dal presidente della Società italiana per l'organizzazione internazionale (Sioi), Franco Frattini, accogliendo il ministro degli Esteri azero, Elmar Mammadyarov, presso la sede dell'organizzazione. Mammadyarov si trova oggi in visita in Italia. Frattini ha ricordato di avere "lavorato a lungo in passato" con il ministro e ha rimarcato come, in questi 25 anni di relazioni diplomatiche, le tante visite reciproche di rappresentanti istituzionali abbiano favorito lo sviluppo della collaborazione. Frattini ha ricordato il 2014, quando "è stato firmato l'accordo di partenariato strategico fra Italia e Azerbaigian", identificandolo come uno dei momenti cardine nella storia delle relazioni diplomatiche bilaterali. "Si parla spesso della cooperazione bilaterale nel settore energetico, ma è riduttivo", ha detto Frattini, ricordando che i due paesi "collaborano in diversi campi" e che l'Italia "è uno dei principali partner commerciali dell'Azerbaigian". Una cooperazione così intensa, ha aggiunto il presidente della Sioi, è "un segno dell'amicizia esistente fra Italia e Azerbaigian".

Roma, 23 mar 18:00 - (Agenzia Nova) - La Società italiana per l’organizzazione internazionale (Sioi) sta organizzando un “importante evento” per celebrare il venticinquesimo anniversario delle relazioni diplomatiche fra Italia e Azerbaigian.
Lo ha detto in un’intervista ad “Agenzia Nova” il presidente della Sioi, Franco Frattini, che la scorsa settimana si è recato in Azerbaigian dove ha partecipato a vari eventi, fra cui la quinta edizione del Global forum di Baku. “Quando ho incontrato il ministro degli Esteri Elmar Mammadyarov mi ha detto che sarebbe felice di recarsi a Roma e credo che questo avverrà il 21 e 22 aprile e gli ho detto che potremo presentare insieme una mostra fotografica che ricordi i 25 anni delle relazioni diplomatiche bilaterali che coincidono con l’indipendenza dell’Azerbaigian. In quell’occasione lui terrà alla Sioi una lectio magistralis su vari temi e sul ruolo dell’Azerbaigian nello scenario internazionale. Quindi combiniamo una presenza istituzionale di un ministro degli Esteri con la celebrazione di un venticinquennale bilaterale fra Italia e Azerbaigian”, ha detto Frattini. 

Le relazioni fra Italia e Azerbaigian d’altronde, prosegue il presidente della Sioi, “sono eccellenti, sia sul piano bilaterale che multilaterale. Sul profilo bilaterale economico siamo saliti molto nella classifica dei partner dell’Azerbagian anche perché l’importante accordo che abbiamo siglato sul gasdotto Tap che collegherà il paese alla Puglia ci ha messi in una posizione di assoluto prestigio nei rapporti bilaterali”. Frattini spiega che durante la sua visita della scorsa settimana “lo stesso presidente Ilham Aliyev ha mostrato a conoscere gli ultimissimi sviluppi dell’azione dell’Italia per attuare il progetto, giunto ora alla fase più delicata, quella che sempre in queste situazioni, provoca qualche reazione locale”. In questo senso Frattini ha ricordato che le autorità italiane stanno lavorando per risolvere le ultime problematiche emerse. “Bisogna spostare degli alberi e il governo sta proteggendo il cantiere. Questi alberi saranno spostati senza danni e ovviamente ci saranno delle compensazioni per le popolazioni della zona. Peraltro l’arrivo del terminale del gasdotto sarà assolutamente a zero impatto ambientale perché si tratta di gas, materiale per nulla inquinante, quindi tutte le valutazioni del governo italiano sono positive”, spiega l’ex ministro degli Esteri. 

Italia e Azerbaigian, tuttavia, oltre al comparto energetico possono collaborare anche in altri settori. “Abbiamo una tradizione molto importante di lavoro e collaborazione sul piano culturale, dove l’Italia ovviamente eccelle. La first lady e ora vicepresidente dell’Azerbaigian, Mehriban Aliyeva, che ho avuto modo di incontrare a Baku, mi ha detto che si occupa dei settori affari sociali, giovani, povertà e cultura”, spiega Frattini, secondo cui “ovviamente sapendo che la first lady è stata spesso a Roma e ha guardato con favore a dei progetti culturali italo-azeri, le ho rinnovato l’interesse ad avere un’ulteriore collaborazione per quanto riguarda il settore culturale”. L’Azerbaigian, secondo il presidente della Sioi, è “infatti uno dei paesi più aperti dal punto di vista culturale nella regione: un paese multiculturale, multireligioso e multietnico e con cui l’Italia lavora molto bene”. Ovviamente ci sono anche altri comparti che offrono opportunità di cooperazione. “L’Italia sta puntando molto sull’industria di alta tecnologia, di cui siamo fieri, e che ovviamente per l’Azerbaigian è importante acquisire”, spiega Frattini, ricordando che “è un paese che sta crescendo moltissimo” e in questo senso ance ci sono delle opportunità anche per “il settore delle costruzioni”. 

La capitale Baku, prosegue il presidente della Sioi, “ogni volta che ci si va presenta qualche sorpresa positiva, quindi le aziende italiane possono offrire moltissimo”. L’Azerbaigian, d’altronde, è un paese in grandissima crescita e, come ricorda Frattini, l’Italia “ha assistito negli ultimi anni a questa crescita del paese” e ha provato a inserirsi, come conferma “la recente missione imprenditoriale guidata dal ministro dello Sviluppo economico Carlo Calenda”. (Les) © Agenzia Nova -

Frattini al Global Forum di Baku sul Futuro dell'Europa: il progetto europeo va rilanciato dal punto di vista politico

Le celebrazioni per il 60mo anniversario per i Trattati di Roma che si terranno il 25 marzo sono un’opportunità per rilanciare il progetto europeo, che è ancora vivo, ma va rilanciato dal punto di vista politico. Lo ha detto il presidente della Società italiana per l’organizzazione internazionale (Sioi), Franco Frattini, in un’intervista a “Eurasia Diary” a margine dei lavori del quinto Global forum di Baku, in Azerbaijan. L’Ue, secondo Frattini, “non può essere un semplice unione intergovernativa, ma un’unione politica perlomeno in alcune aree specifiche: difesa e sicurezza; rafforzamento dei mercati economici; gestione del fenomeno migratorio e della crisi dei rifugiati”. C’è bisogno, a detta del presidente della Sioi, “di un’unione politica piuttosto che un’unione burocratica ed economica”.

I rapporti fra Italia e Azerbaigian sono eccellenti. Lo ha detto il presidente della Società italiana per l’organizzazione internazionale (Sioi), Franco Frattini, in un’intervista a “Eurasia Diary” a margine dei lavori del quinto Global forum di Baku, in Azerbaijan. “Stiamo attuando il progetto del gasdotto transadriatico (Tap) e stiamo risolvendo le ultime questioni tecniche. Il ministro dello Sviluppo economico, Carlo Calenda, nei giorni scorsi si è recato a Baku e ha discusso con le autorità azere assicurando loro che il progetto va avanti”, ha detto Frattini sottolineando che si tratta di un obiettivo “molto importante”. Inoltre abbiamo una tradizionale cooperazione commerciale e culturale: la first lady e vicepresidente azera, Mehriban Aliyeva, si reca spesso in Italia e promuove diverse iniziative per celebrare la cultura azera”. Frattini ha inoltre annunciato che “organizzerà insieme al ministero degli Esteri azero un evento per commemorare il 25mo anniversario dell’indipendenza azera che si terrà ad aprile” a conferma delle “molte iniziative che rafforzano l’intensità della nostra cooperazione”.

Il modello di “Europa a più velocità” crea delle condizioni favorevoli per tutti i paesi membri. È quanto affermato dal presidente della Società italiana per l’organizzazione internazionale (Sioi), Franco Frattini, nel suo intervento a un panel dedicato al futuro dell’Europa che si è svolto durante i lavori della quinta edizione del Global forum di Baku, in Azerbaijan. In merito all’importanza delle attività di politica estera, Frattini ha sottolineato anche l’importanza di rafforzare la cooperazione fra i mercati nazionali. Il presidente della Sioi ha parlato poi della questione migratoria, che colpisce soprattutto il Meridione, e ha sottolineato che “Italia, Malta e la Grecia non sono in grado di risolvere autonomamente”, e ha specificato che “le singole fasi del modello di condivisione”, potrebbero non essere sufficienti e per questo è necessario “gestire l'immigrazione a livello europeo”.

Foreign Minister Elmar Mammadyarov received Mr. Franco Frattini, former Foreign Minister of the Republic of Italy, who is attending the 5th Global Baku Forum. 

The sides recalled that this year marks the 25th anniversary of establishment of diplomatic relations between Azerbaijan and Italy and noted that high-level partnership on various fields of cooperation has been forged throughout these years. Both sides, particularly pointed out cooperation in the field of economy, and in this regard emphasized the regional importance of TAP project. 

Furthermore, exchange of views was held on current developments and perspectives of Azerbaijan and European Union relations. At the meeting the interlocutors also discussed regional and global issues of mutual interest.

Europe should move more proactively on international crisis

The global challenges in a world crossed by many winds of crisis as it is today’s world have some common reference points we must examine or at least we should be aware of.

I believe that, in order to understand the phenomena behind those global challenges, we should seek a common element, a common denominator. And I think that this is the human person, the human dimension of each of those phenomena, which affect hundreds of millions, perhaps billions, of young people, women, men, in different ways and with different intensity in the various continents. And certainly the domestic, multinational and regional institutions’ ability to search for long-term solutions and not just to repeat slogan, is based on the human dimension of the big international challenges.

If we think of the economic crisis that still severely affects Europe, thoughts go to the millions of young people, to those millions of men and women who have lost their jobs, who do not find a job, who were forced to serious sacrifices, who unfortunately have not found in Europe – and I am emphasizing ‘unfortunately’, because I am a deeply convinced Europeanist – the security, the answer, the solution to their needs and their hopes. Indeed, they have often seen a Europe that subtracts, not a Europe that gives. 

At the beginning of the crisis in Greece, a country, where the world civilization was born, a very wrong message has been sent: whatever the sacrifices of the Greek people might be, certain rules of rigor and austerity must be maintained: that first came from the troika, and then was sadly confirmed by major EU countries. Only recently we begun to change that message, at least in its approach, in its language, finally specifying that Europe must pay much more attention to development and growth, and then again to the dreams, the hopes, the difficulties of those millions and millions of citizens who are suffering and have suffered, not only in Greece but even in my own country, Italy, and in many - if not all of the European countries.

That is exactly the human dimension.

Certainly it is still the human dimension to be featured, when we consider the challenge of international terrorism that kills in the name of religion, in a more and more horrible way: a religion of peace, as Islam is. It affects, contaminates millions and millions of girls and boys as a dangerous cancer.

The human dimension, as I said, is a central issue, because there is the ability and willingness to indoctrinate, and thus to lead to radicalization, young people who have been brought up, educated, and are living in our cities, in our Europe – the land of rights -, and then feel ready to wear an explosive belt and detonate possibly in one of the cities where they have always lived, where their schoolmates lived. Our fellow citizens even feel ready to go into some of the crisis regions, where there are clashes between militias and fierce fighting takes place, to grab a submachine gun, or even cut the head to a prisoner standing side by side with their peers raised in the Arab world, and united by the same blasphemous vision of Islam, that takes them to kill in the name of God.

We are talking about an aberration that clearly calls all of us to a reflection not on reasons – since these horrible things never rest on reasons – but on the causes that lead to violent radicalization and terrorism.

Those causes are a factor that relates to the human person, too. A factor that is called, on the one hand, despair, poverty, feelings of injustice, feeling that one’s fundamental rights are violated or are not protected; and progressively they become interpretations or views of religion, of Islam, which are no longer tools for dialogue and for the mutual comparison, but for offense, for abuse of power, then creating a real dictatorship in the name of Islam.

That obviously touches the total failure of countries, of Governments, of institutions, of the political forces – including the revolutionary forces during the so called Arab springs” - in giving even a semblance of an answer to this dismay and lack of hopes.

And there are still human dramas behind the great migrations of millions of desperate people seeking to escape sometimes from wars, from civil wars, from extermination, from ethnic cleansing, or simply from desertification and the terrible effects of climate change. They are children, women and men who reach the frontiers of Europe, bordering the Mediterranean, whose life we must save first; but then we have to consider them as parties to jointly address the great theme, the enormous challenge of the development of their countries of origin, the security of their countries, and we must not just treat those people as numbers.

This is our duty, that doesn't mean ignoring the violations of the law: on the contrary, it means strictly punishing traffickers of slaves, but also understanding that this is another global challenge that must be addressed by all together, since a country cannot solve it alone.

I'm maybe one of the few, even in my own country who still speaks of ‘United States of Europe’ and of political and not just monetary or economic union, with firm belief. I say that because, if we look at those global challenges –challenges relating to the human dimension, its values, its principles, its rights –, either we give a strongly united political response or we will certainly fail.

We cannot be divided between those who want a solution and those who want another, we cannot be divided about the conflict between Palestinians and Israelis or about the prospects of Syria; we must not be divided when addressing the future of the Euro-Mediterranean integration or the enlargement towards the South-West Balkans, which are an integral part of Europe and cannot be left out of our door for too long.

Our Europe, obviously, cannot and must not split when a new sharp and clear a major political (and not only) crisis between Russia and the West as such appears along our borders. 

Full protection of all EU M.S. and firm reflections of any idea of military solution should go hand in hand. 

Many thanks to the quite successful efforts of France and Germany‘s leaders in Minsk. Unfortunately, EU couldn’t be represented at the Minsk’s Table.

There are countries in the so-called Eastern neighborhood area – I am referring to Moldova, Azerbaijan, Georgia, and certainly to the Ukraine – that have the right to freely choose – and I stress “freely” - their path. 

At the same time, we must be clearly convinced that it is our interest (at least, this is my belief) that between the European Union and Russia the strategic collaboration on current issues of absolute importance be resumed. I am thinking of dossiers such as the Iranian nuclear proliferation; the solution to the Israeli-Palestinian crisis; the solution to the Syrian tragedy, the united reaction against international terrorism. 

As an Italian, I have developed an historic, long-lasting and profound friendship with the United States of America, which constitute the mainstay of our transatlantic link. But on Mediterranean region and in this crisis between the West and Russia I would like that Europe as a whole moved more proactively. 

Here is my conclusion: global challenges, which obviously require a comprehensive response, can be better faced if Europe is politically united and stronger.

The human person first, the political decisions first, our Europe first. This will be the message that public opinion can understand: a public opinion which far too often feels that Europe is a prisoner of rules, but not able to speak with the words of truth, sincerity, simplicity. And this is the winning card that, I think, we still have to play.
