XIX INCONTRO DI ALTO LIVELLO LIBERTÀ DALLA VIOLENZA: PACE, SICUREZZA E PREVENZIONE DEI CONFLITTI NELL'AGENDA 2030 PER LO SVILUPPO SOSTENIBILE. ROMA, ITALIA 27-28 NOVEMBRE 2019.

Il Presidente della Repubblica, Sergio Mattarella, ha ricevuto al Quirinale una delegazione di partecipanti al XIX incontro di Alto livello sul tema "Libertà dalla violenza: pace, sicurezza e prevenzione dei conflitti nell'Agenda 2030 per lo sviluppo sostenibile", organizzato dalla Società Italiana per l'Organizzazione Internazionale (SIOI) e dal Centro Internazionale Nizami Ganjavi (NGIC)

Dopo gli interventi del Presidente della SIOI, Franco Frattini, e dei Co-Presidenti del NGIC, Vaira Vīķe-Freiberga e Ismail Serageldin, il Presidente Mattarella ha rivolto un saluto ai presenti. 

Di seguito il discorso integrale pronunciato dal Presidente Frattini in occasione dell'Udienza al Quirinale: 

Quando – sessantadue anni fa – i Padri fondatori dell’Europa decisero di dare vita al sogno europeo e al progetto di integrazione, essi indicarono la pace e la prosperità come gli obiettivi da garantire ai cittadini europei dopo le tragedie della seconda guerra mondiale. Quell’obiettivo per noi cittadini d’Europa si è realizzato perché l’Europa è stata l’unica regione del mondo che in questi sessantadue anni non è stata mai attraversata da crisi e conflitti violenti come purtroppo – anche vicino ai nostri confini – abbiamo potuto vedere altrove. Ma quel messaggio di pace e di prosperità purtroppo non è stato e non è raccolto, ancora oggi, in molte parti del mondo. 

Assistiamo a crisi gravi, a dispute territoriali, ma anche a gravissimi fenomeni di diffusione del terrorismo internazionale che predica l’uc­cisione dell’uomo da parte di altri uomini e, ancora, alla proliferazione degli armamenti, anche di quelli nucleari; la pace e la sicurezza sono minacciate, quasi come una bomba a orologeria per quella minaccia che il Santo Padre, Papa Francesco, ha un giorno definito una Terza Guerra Mondiale disseminata a macchia di leopardo. È evidente che dove ci sono le armi non ci sono i commerci, non c’è la prosperità, non c’è la crescita delle società e tantomeno il superamento della povertà e la disperazione; e dunque l’insicurezza e il pericolo dei conflitti costituisce il principale ostacolo alla crescita e prosperità delle società in ogni parte del mondo. 

L’enorme commercio internazionale delle armi non porta né benefici né ricchezza né progresso, salvo l’arricchimento dei mercanti di armi, che spesso sono Stati sovrani. La proliferazione nucleare e la pericolosa ripresa degli esperimenti per avvicinarsi alla realizzazione di nuove bombe atomiche costituisce un ennesimo fattore che impoverisce i popoli e arricchisce Stati bellicosi. Molti tradizionali ruoli di leadership nel mondo stanno cambiando. 

Una politica americana ripiegata in sé stessa, una politica cinese di forte espansione e di grande proliferazione anche nel settore degli armamenti, un’azione della Russia verso aree del mondo dove il terreno abbandonato da altri viene occupato da Mosca ed un ruolo – purtroppo – debole e assente in molti scenari di crisi dell’Unione Europea. 

L’appello che i leaders, che i responsabili delle azioni degli Stati e dei governi dovrebbero moltiplicare a voce sempre più alta è “Fermatevi!” Fermate l’escalation militare, fermate il ricorso alla violenza che sostituisce il dialogo e la crescita. Fermate l’intolleranza e ponete la persona umana al centro di tutto. Cerchiamo un nuovo umanesimo che dia risposte alla sicurezza di ogni essere umano, non a scapito della sicurezza degli altri ma nel perseguire un bene comune a tutti. 

L’incontro tra laici e religiosi, tra governi e organizzazioni internazionali, tra Stati e società civile, anzitutto con il protagonismo dei giovani, sia il modo per risvegliare una Comunità internazionale dove la mancanza di leadership è spesso collegata alla carenza di risposte concrete e quindi alla crescita di sentimenti di disperazione, di intolleranza, di frustrazione che colpiscono nel mondo, milioni e milioni di persone. 

Ho sempre in mente, da italiano, l’appello del Presidente De Gasperi, padre fondatore dell’Europa: “Un politico guarda soltanto alle prossime elezioni, un uomo di Stato guarda alle prossime generazioni”. Generazioni che non ci perdoneranno, se non si agisce ora!

July 12 2019 - Joint Statement by the mediators and the observers in the Permanent Conference on Political Issues in the Framework of the Negotiation Process on the Transdniestrian Settlement in the 5+2 format following their 12 July 2019 visit to Chisinau and Tiraspol.


CHISINAU, 12 July 2019 - The mediators and observers in the Permanent Conference on Political Issues in the Framework of the Negotiation Process on the Transdniestrian Settlement in the 5+2 format visited Chisinau and Tiraspol on 12 July 2019 for talks with the Moldovan and Transdniestrian leaderships.

During their visit, the mediators and observers met in Chisinau with the Moldovan President Igor Dodon, Prime Minister Maia Sandu as well as Deputy Prime Minister for Reintegration and Chief Negotiator Vasilii Sova. In Tiraspol they met with the Transdniestrian leader Vadim Krasnoselsky and Chief Negotiator Vitaly Ignatiev.

The mediators and observers welcomed the political commitment shown by the leaderships of both Sides to further build on the positive dynamic in the Transdniestrian settlement process and to achieve further tangible results by the end of this year with regard to the implementation of the Berlin-plus package.

To that end, the mediators and observers urged the Sides to continue the active and substantive engagement in the joint expert working groups and to hold 1+1 meetings of the chief negotiators on a regular basis to provide these groups with the necessary guidance and they welcome in this regard the commitment by both chief negotiators to meet within the next two weeks. Taking into account the result-oriented approach, substantive political discussions in the 5+2 format can be convened in Bratislava, Slovakia within the next three months to take stock of the progress made with regard to the implementation of the Berlin-plus package and to identify further priority issues in the field of confidence-building measures. The mediators and observers further welcomed the readiness of both Sides to address selected priority issues from the joint expert working groups in a retreat to be organized by the OSCE Mission to Moldova in Bavaria, Germany in autumn.

Talks in the 5+2 format include representatives of the Sides – Moldova and Transdniestria, the mediators from the OSCE, the Russian Federation and Ukraine as well as the observers from the European Union and the United States of America.

High Excellencies, 
Young delegates, 
Distinguished Ladies and Gentlemen, 

I am particularly glad to welcome you today at SIOI-UNA Italy to this important and unique event which we have been honoured to organize in cooperation with the World Federation of United Nations Association. 
 I thus wish to address my heart-felt thanks to Bonian Golmohammadi, WFUNA Secretary-General, for being here today. I would like to give a warm welcome to our special guests and Keynote speakers:  Marcela Villareal, Director, Partnerships Division FAO; Luis Jiménez Mcinnis on behalf of IFAD; Staffan De Mistura, Former Under-Secretary-General, UN Special Envoy for Syria, Afghanistan, Iraq, Lebanon; Bettina Tucci Bartsiotas, UNICRI Director. 

The Italian Society for International Organization (SIOI) is an international non-profit organization that has been cooperating since 1944 with the Italian Ministry of Foreign Affairs and International Cooperation. SIOI UNA Italy has its main office here in the centre of Rome, in Palazzetto Venezia, and has spread over national territory through all of its branches (Milan, Turin, Naples), the Office to support the United Nations in Assisi, and groups of the Students’ Movement for International Organization (MSOI). 

SIOI- UNA Italy is one of the 22 founding member of the WFUNA. To this regard I would like to remember that we had the privilege to host here the WFUNA’s 4th Plenary Assembly in 1949.

SIOI was founded in Rome on 4th October 1944, when Italy was still divided by war, on the initiative of a group of eminent personalities belonging to the cultural and political life. We are an historical Italian internationalist organization that since the post-war period has been working to carry on the most important negotiations of Italy's accession to the major international organizations. The then Minister for Foreign Affairs, Alcide De Gasperi, in the Second Bonomi Government, in December 1944, saw the contribution that an institution such as SIOI could have secured to the Italian Government on its return to the international scene in the difficult years of the post-war transition. Convinced that the Italy would have received its full international legitimacy with the admission to the United Nations, he wanted to submit the nomination of SIOI to the World Federation of United Nations Associations. 
 In 1946, SIOI entered WFUNA, becoming the United Nations’ focal point in Italy considering that Italy was not yet a U.N. member state; indeed only in 1955 Italy’s long wait to join the United Nations Organization finally came to an end. The international action of SIOI-UNA Italy also corresponds to the intense government’s activity on the international front. Foreign policy becomes a priority for Italy: many of actions and strategies were born here at Palazzetto Venezia. These are the years in which our country finds a leading role on the international chess, and SIOI UNA Italy becomes a direct witness of the meetings (closed and public) that will lead to the birth of historic alliances, agreements and decisions. 

“The ceremony celebrating Italy's entry into the UN took place at Palazzo Barberini in Rome on 31 January 1956, at the presence of the President of the Republic Luigi Einaudi and of the highest authorities. The then President of SIOI Niccolò Carandini had the privilege to open the historical ceremony at which intervened the then Minister for Foreign Affairs Gaetano Martino, the SIOI Secretary General Roberto Ago, the special representative of the Secretary-General of the United Nations, Georges Palthey and the Prime Minister, Antonio Segni

Minister Martino will say in his speech: “I believe I must be the interpreter of the feelings of all those who participate in this solemn meeting by expressing the greatest satisfaction to the leaders of the Italian Society for the International Organization for having conceived and proposed the act we are carrying out at this time in order to make the meaning of Italy's admission to the United Nations more evident and operative in the conscience of Italians (…)" "The Italian Society for the International Organization concludes tonight, with this act, a period and a cycle of its activity during which it acted for the creation in Italy of a strong current of public opinion in favour of the United Nations. This task was pointed out to SIOI since March 1946 by Alcide De Gasperi. The courageous and clairvoyant statesman considered that Italy's non-membership of the United Nations was not a less reason but one more reason to wish that the aims of the Organization were made known to the Italians and the notion of them could become an essential element of their political conscience.

That’s why our institutional aims are the diplomatic and international training, research and information on topics in international organizations, international relations, international cooperation, and international protection of human rights. SIOI School of Higher Education in International Affairs is devoted to post graduate students, civil servants, public administration officials, foreign embassies’ officers, private employees, and so on. 

Our historical course is the Master’s course in Diplomatic Studies. Since 1946 we have been preparing young for the diplomatic competition and I can proudly say that more than half of Italian diplomats were trained in our School. SIOI is also an active member of the forum ‘International Union of Diplomatic Academies’ (IFDT) in Vienna. Moving from tradition to the present time, SIOI is being working thanks to the strong connection to the United Nations and to our Ministry of Foreign Affairs. We are particularly proud of the active cooperation and synergies with WFUNA and with the International Organization represented today by our guests. As an example, you will remember that the first edition of WFUNA International Model United Nations - WIMUN was jointly organized here in Rome in 2014.

I would like to share with you some of our special initiatives 2019 connected to the goals of the Agenda 2030. The UN Youth Delegate Programme 2019: SIOI-UNA Italy in collaboration with the Italian Minister of Foreign Affairs and International Cooperation is promoting and organizing the third edition of the United Nations Youth Delegate Programme for Italian students (UNDYP Italy). Two young Italians aged between 18 and 30 will be selected for accompanying the government’s diplomatic delegation to the 74th UN General Assembly and represent the instances of young people at the highest level. 

ZEROHACKATHON 2019- SIOI - UNA Italy, in partnership with the Italian Ministry of Education, University and Research, the United States Embassy to Italy and the Royal Norvegian Embassy, is launching the third edition of #ZeroHackathon on Oceans and Polar Connections . This youth competition of ideas will focus on the role of sustainable development to address the consequences of climate change in the Arctic, Antarctic and Oceans. More than 200 highly motivated young students from high schools and universities all around the world will gather in Rome on 2-4 October 2019. 
Participants are invited to develop innovative, high-impact ideas and projects to promote international cooperation, rising awareness on the most pressing issues related to Oceans and Poles, strengthening resilience of multi-scale changes, addressing the rapidly changing climate and the consequences of pollution, improving a safe and secure use of marine protected areas and the Arctic and Antarctic resources. 

In collaboration with the Royal Norwegian Embassy in Italy and the High North Center for Business and Governance - Nord University (Bodø, Norway), SIOI UNA Italy SIOI will organize, on October 1st, a new edition of the International Symposium "Arctic Connections: a trust-building Arctic cooperation on Energy and Security". The event is part of a broader project of SIOI "Arctic Connections" which aims to strengthen bilateral relations with the Member States and Observatories of the Arctic Council, identifying possible areas of cooperation and dialogue. 
Through these initiatives, SIOI UNA Italy also aims to raise awareness among new generations and public opinion about the importance 
of sustainable economic growth and the consequences of climate change affecting the entire planet. Our mission is to foster the UN values and goals, spread knowledge of international policy issues through research and public conferences, promote the inclusion of young people on decision making at highest level through education and training, investigate issues such as global change, sustainable development, terrorism threats and international cooperation as core items in our Master courses. 

 We strongly believe that the United Nations - guided by the universal values enshrined in the Charter - has made the difference for a shared progress: diplomacy for peace, climate action, achievement of the Sustainable Development Goals (SDGs), digital innovation, fair globalization, global compacts on migration and refugees. 

In our rapidly changing world the values of peace, justice, human dignity, tolerance and solidarity are under attack but we need to drive our world forward by accelerating joint efforts to build security and stability around the globe. We need even more a shared vision for a global action

It’s clear that this meeting represents a great opportunity to renew and strengthen our cooperation and paving the way to future joint projects. We are honoured by your presence here. Thank you again for joining us. I wish you a fruitful meeting and please enjoy Rome in all its beauty!

Conferenza di Palermo, successo o passerella? Parla Franco Frattini

L'ex commissario europeo e ministro degli Esteri a Formiche.net: il rischio di una passerella è reale. Per trasformare la conferenza in un successo bisogna coinvolgere tutte le parti in causa, nessuno escluso. Ma i tempi non sono maturi per una nuova Pratica di Mare 


Mancano meno di due settimane alla Conferenza internazionale sulla Libia convocata dal governo Conte a Palermo per il 12-13 novembre. Molte, troppe le incognite sull’evento che, almeno nelle intenzioni, deve mettere una pietra sulla guerra civile e ridare all’Italia il ruolo di pivot che ha sempre avuto nella regione. Il successo è appeso a un filo. Di blitz e passerelle ce ne sono state tante in questi anni, tutte finite con una stretta di mano e poco più. 

Lo sa bene Franco Frattini, che oggi presiede la Sioi (Società italiana per l’organizzazione internazionale) ma pochi anni fa ha dovuto gestire da ministro degli Esteri la drammatica transizione della Libia dal regime del colonnello Gheddafi al caos dei bombardamenti e delle lotte tribali. A giugno l’ex Commissario europeo ha incontrato l’amico Sergej Lavrov, il ministro degli Esteri russo. È stata occasione per parlare anche di Libia. A Formiche.net Frattini confida dubbi e aspettative dei russi sulla conferenza siciliana. E fa un inventario puntuale degli errori da non commettere. 

 Franco Frattini, cosa può trasformare la conferenza di Palermo in un successo?
Credo che siano tre gli obiettivi da porsi. Punto primo, che tutte le fazioni libiche, compresi i gruppi tribali, si impegnino insieme per combattere il terrorismo e sottrarre al controllo dei trafficanti di esseri umani le rotte migratorie. Due, permettere al Paese di riavviare a pieno regime l’estrazione del petrolio. In questi anni la contrazione della produzione ha peggiorato le vite dei cittadini libici, che con Gheddafi erano abituati a non pagare i libri di scuola, alla sanità gratuita e ai prezzi stracciati della benzina. Guai se qualcuno dovesse pensare oggi: “Quando c’era Gheddafi si stava meglio”.   

Come si può evitare? 
Seguendo l’esempio del generale Haftar, che quando ha preso il controllo dei pozzi di estrazione ha avuto la saggezza di coinvolgere la Noc (National Oil Corporation, ndr). 

E il terzo obiettivo? 
Porre le basi per un vero governo di unità nazionale in cui Tobruk e Tripoli si riconoscano a vicenda, ma soprattutto in cui siano coinvolte anche le altre parti contraenti lasciate ai margini in questi anni, come i Tuareg o le tribù del Fezzan. 

C’è chi teme che a Palermo vada in scena l’ennesima passerella. Per dirla con le parole di Conte, che si tratti di una conferenza sulla Libia e non per la Libia… 
È un rischio. Molto dipenderà dalla capacità del governo italiano di impegnare i suoi interlocutori, soprattutto Haftar e Al Sarraj, al rispetto degli accordi. In passato è stato commesso l’errore, soprattutto con la Francia di Macron, di organizzare incontri-passerella in cui nessuno veniva chiamato ad assumersi le sue responsabilità. Tornati all’Eliseo gli alti ufficiali francesi non cambiavano di una virgola la loro opinione. 

Quali errori deve evitare il governo gialloverde? 
Non limitarsi ai memoranda of understanding, servono condizioni precise da far rispettare alle parti coinvolte. Al tempo stesso non bisogna dare l’impressione di voler fare della Libia un protettorato, limitandosi a dare ai libici una pacca sulla spalla e indicare una data per le prossime elezioni. Dobbiamo chiederci cosa possiamo fare noi per loro, non viceversa. 

Il generale Haftar ha confermato la sua partecipazione, e da Tobruk fanno sapere di accogliere con favore un ritorno dell’ambasciatore Perrone. Sono segnali incoraggianti? 
Assolutamente, Haftar ha un ruolo che nessuno può cancellare e la distensione con il governo italiano è una buona notizia. Conosco bene l’ambasciatore Perrone che è un eccellente diplomatico, ma non credo che il generale ce l’avesse con lui. Penso piuttosto che intendesse esprimere la sua approvazione per il cambio di policy italiana, dopo anni in cui lo Stivale, sbagliando, ha guardato esclusivamente a Tripoli. 

I francesi sembrano aver fatto un passo indietro. È così?
Fin dai tempi di De Gaulle la Francia non ha amici ma interessi. Oggi l’interesse dei francesi è rimanere seduti al tavolo. Hanno capito che da soli non ce la fanno e stanno riconoscendo, più per convenienza che per amicizia, la leadership italiana in Libia. 

Prima dell’estate ha avuto un incontro privato con il ministro degli Esteri russo Lavrov. Quali sono le aspettative dei russi su questa conferenza? 
Lavrov mi ha confermato quello che già immaginavo. Mosca spera che l’Italia giochi un ruolo di pacificatore, si fida di noi ed è pronta a darci una mano. Non scordiamo che i russi sono i primi a guadagnare dalla stabilità della Libia. Nel silenzio il governo russo sta lavorando, penso ad esempio all’accordo fra Rosneft e Noc per i prossimi 15 anni di collaborazione nel settore energetico. E poi i russi hanno un legame strettissimo con il presidente egiziano Al Sisi, che è l’unico che dispone di una leva su Haftar. Se, come sento, a Palermo arriverà il primo ministro russo Medvedev per l’Italia la conferenza sarà un successo. 

A Washington Trump e Conte avevano annunciato una cabina di regia Italia-Usa per la Libia. La conferenza di Palermo può essere occasione di una nuova Pratica di Mare? 
 I tempi non sono maturi, tanto più ora che Trump vede procedere l’inchiesta del procuratore Mueller sul caso Russiagate. È vero però che l’Italia può giocare la carta degli eccellenti rapporti con Mosca e Washington per favorire una stretta cooperazione fra le parti, che di fatto è già in atto. In Libia come in Siria c’è un filo diretto fra i vertici militari russi e americani per coordinare i bombardamenti e le operazioni anti-terrorismo.

Il presidente della Sioi, già commissario europeo e ministro degli Esteri, definisce il vertice di Helsinki "una grande vittoria". L'Europa ancora una volta non è pervenuta 

C’è chi griderà allo scandalo, accogliendo il presidente Trump al suo ritorno in patria con cartelli di sdegno per aver svenduto il Paese al nemico. Chi invece si farà prendere dall’entusiasmo, ringraziando il Tycoon per aver fatto l’America great again. Su un punto nessuno potrà litigare: il vertice di Helsinki fra Donald Trump e Vladimir Putin entra di diritto nella storia e cambia le regole del gioco. Il tifo da stadio non aiuta a capirne la portata. Per questo Formiche.net ha commentato a caldo il faccia a faccia con il presidente della Sioi Franco Frattini. Che da ex commissario europeo e ministro degli Esteri può dire senza timore di smentita di conoscere bene il Presidente russo. E sembra convinto che lo spirito di Pratica di Mare resti l’unica via per allontanare una volta per tutte la Guerra Fredda. 

Come con Kim Jong-un, anche questo incontro si è concluso fra sorrisi e strette di mano. Questa è una sconfitta per il Presidente americano? 

È stata una grande vittoria per entrambi, perché hanno dimostrato di essere in grado di superare tutte le critiche dell’establishment politico interno pur di arrivare a questo incontro. Le risposte di Trump sono state convincenti. L’offerta di Putin di consentire alla commissione di Mueller di recarsi in Russia per indagare gli agenti sospetti è stata una mossa spiazzante. 

In cambio ha chiesto di indagare in Russia gli agenti americani sospettati di interferenze. Davvero c’è da esultare? 
Putin ha fatto un esempio molto chiaro: quello di un americano che ha evaso il fisco sia in Russia che negli Stati Uniti e ha finanziato con 400 milioni di dollari la campagna elettorale di Hillary Clinton. È comprensibile che le autorità russe vogliano indagare. 

Mi sembra molto ottimista sul vertice.. 

In questi vertici internazionali non vengono quasi mai firmati veri accordi, ciò che conta è il messaggio. Tutti credevano che portandosi dietro John Bolton Trump volesse “dichiarare guerra” alla Russia. E invece il Presidente americano ha spiazzato l’establishment politico, tanto quello democratico quanto quello repubblicano. Al di là dei meriti, Trump ha dimostrato di rimanere coerente alle sue promesse. 

C’è il rischio che abbia spiazzato anche l’intelligence e i suoi vertici militari, solitamente poco disposti a mostrarsi accondiscendenti con i russi. 

Trump non è stato accondiscendente. Si è impegnato a uno scambio informativo fra le due parti per la lotta al terrorismo, una strategia che ha permesso di sventare l’attentato a San Pietroburgo. Ha detto che i rispettivi eserciti collaborano molto meglio dei politici. E questo mi rassicura molto: se in Siria americani e russi coordinano i bombardamenti diminuiscono le stragi e aumentano le chances di sconfiggere una volta per tutte Daesh. Ha parlato dei corridoi umanitari, e Putin ha promesso di inviare aerei cargo per soccorrere la popolazione civile. Scegliere di non agitare lo spettro della Guerra Fredda è una mossa saggia, non accondiscendente. 

Converrà con me che le rassicurazioni russe per la soluzione della crisi siriana sono state un po’ vaghe. 
E invece anche su questo il vertice è stato un successo. Per la prima volta Russia e Stati Uniti hanno preso posizione a favore di Israele, dopo anni in cui ci eravamo abituati a vedere una Russia anti-israeliana. La recente visita di Nethanyahu a Mosca ha fatto un altro centro: Putin ha detto di volersi impegnare per la sicurezza nelle alture del Golan, dove Tel Aviv fa fronte a gravi minacce. L’Europa è stata ancora una volta la grande assente. 

Il disgelo fra Russia e Stati Uniti sta mettendo all’angolino il Vecchio Continente? 
L’Europa ha dimostrato di essere del tutto inesistente. A furia di portare avanti crociate prima contro la Russia, poi contro l’America, l’Europa si è autoesclusa dal palcoscenico internazionale. Mi auguro che il presidente Juncker capisca che non si può fare allo stesso tempo il muso duro con Russia, Cina e Stati Uniti. L’Europa avrebbe dovuto anticipare il summit di Helsinki, dando una chance alla Russia e rivedere il regime delle sanzioni come proposto dal governo Conte. 

Che però ha votato le sanzioni in seno al Consiglio Ue senza battere ciglio… 
Non aveva altra scelta, era il suo primo vertice europeo e ha dovuto fare i conti con le ossessioni anti-russe di alcuni Stati membri. Sono sicuro che alla luce del faccia a faccia fra Trump e Putin durante il vertice europeo di ottobre Conte avrà un argomento più forte per far sentire la sua voce. Dopo il summit di Helsinki gli Stati membri sono messi di fronte a un aut aut: scomparire del tutto dall’orizzonte, o rientrare in gioco prima che Stati Uniti e Russia calino il sipario togliendosi reciprocamente le sanzioni. Se accadesse gli europei rimarrebbero gli ultimi samurai a combattere una guerra già finita. 

L’Italia ha qualche carta in più rispetto agli altri Stati membri? 

Assolutamente si. Anche durante le peggiori escalation, come nell’ultima, sciagurata fase dell’era Obama, quando sono stati piazzati missili in Polonia e Romania e la Guerra Fredda sembrava alle porte, l’Italia ha sempre detto no alla politica del muro contro muro. Lo hanno fatto Berlusconi, Renzi, Gentiloni e lo sta facendo magistralmente Giuseppe Conte. La Germania, che ha qualche risorsa in più, è stata più furba e ha detto si al gasdotto russo del Nord Stream 2 senza dar troppo peso alle proteste di Obama. 

A proposito del Nord Stream 2, Trump giorni fa ha fatto dichiarazioni pesanti sulla dipendenza energetica di Berlino da Mosca, ora ha fatto marcia indietro. Come si spiega? 
Trump, da buon uomo di affari, ha depoliticizzato la questione, riducendola a una contesa commerciale. Ha spiegato che gli Stati Uniti hanno interesse a vendere il loro gas e hanno intenzione di rimanere competitors dei russi. 

Rimane una contraddizione di fondo. L’Europa si schiera con l’Ucraina nel conflitto del Donbass, e poi apre le porte a un condotto di gas russo costruito appositamente per bypassare il territorio ucraino. 
È vero. Ma Putin è stato previdente e ha confermato non solo di voler mantenere, ma addirittura di voler ampliare il condotto sul territorio ucraino. Non aveva mai dato queste rassicurazioni. Anche questo è un successo che si deve alla leadership di Trump. 

Veniamo alla forma dell’incontro, che in questi vertici è anche sostanza. Ancora una volta Trump ha attaccato duramente il sistema mediatico americano, senza risparmiare il sistema giudiziario e perfino l’intelligence. Così non rischia di danneggiare la credibilità del Paese di fronte a uno storico avversario? 
Su questo siamo d’accordo, non si può parlare in questo modo delle proprie forze di intelligence di fronte a un competitor. Credo che questi attacchi nascondino una forte frustrazione. A differenza dei suoi predecessori, Trump non è ancora riuscito a fare uno spoil system. In America questo sistema rimuove 5-6.000 funzionari pubblici, parliamo di numeri importanti. Trump non ci è riuscito perché ha contro tanto la classe dirigente democratica quanto quella americana. 

Nel bel mezzo della conferenza Putin si è preso due minuti per spiegare ai giornalisti perché la Russia è una democrazia al pari degli Stati Uniti. L’impressione è che lo zar brami un riconoscimento internazionale che ancora non ha. È così? 
È verissimo. Fin dagli inizi Putin ha cercato questo riconoscimento, e a mio parere è riuscito a ottenerlo. Dopo otto anni di Boris Yeltsin l’Occidente fece l’errore di poter schiacciare quel che restava dell’Unione Sovietica, escludendola dal consesso internazionale. Così facendo ha ottenuto l’esatto contrario: l’umiliazione russa è stato il carburante del putinismo. Berlusconi lo aveva capito prima di tutti, chiedendo di inserire la Russia nel G8, ma non è stato ascoltato. E adesso vediamo le conseguenze.

Originally a state attorney and magistrate, Franco Frattini continued with his career as the Foreign Minister of Italy and Vice President and European Commissioner for Justice. Having been a minister in the cabinet for four terms, he served as the former Foreign Minister of Italy for two terms.

Adnan Oktar: Franco Frattini, welcome.

Franco Frattini: Good evening, good to see you

Adnan Oktar: Welcome

Franco Frattini: Thank you very much

Adnan Oktar: It’s an honor to have you here, welcome.

Franco Frattini: Thank you, it’s a great pleasure for me, too. Thank you very much.

Adnan Oktar: It’s a pleasure to have you here. I believe we’ll have a very good conversation together.

Franco Frattini: My pleasure, thanks for the invitation.

Adnan Oktar: Like everyone else, we can clearly see the importance of close collaboration with Europe for world peace and brotherhood in particular, for the establishment of a climate of peace if the fighting is to stop, and if no more women and children are to die.

Franco Frattini: Yes, you are absolutely right. Today more than ever the world is full of wars. In my opinion this is due to the lack of leadership and the lack of vision in many, many leaders in the world including European leaders. I am enthusiastically pro-European so I am very sad to say this. We have before us a Middle East which is exploding, a Mediterranean which is full of turbulence and, unfortunately, an Africa where the situation is deteriorating day after day. Unfortunately, so far Europe has not being playing as it should, as a global player, as a protagonist and promoter of peace and mutual understanding. Unfortunately, because we Europeans are still divided on some important issues of foreign policy.

Franco Frattini: The main problems, which I know that you pay great attention to, are to me how to avoid giving the impression to the Muslim world that there is a clash of civilizations and religions, which is not to me the case. On the contrary, we need international cooperation against any kind of extremism. There is no clash between religions, but there should be a confrontation between moderate and extremists. This is the confrontation.

Franco Frattini: We Europeans and Western countries have made many mistakes in the past. I’ve been visiting many countries in the Arab world, in the Mediterranean and in Africa, and I don’t want to be considered as an enemy of the Muslim world. But in practice many ordinary people living in the Middle East think that Western countries want to spread confusion. They consider that Western countries in general, not only America, want to impose our own models and our solutions, which is in my view not the case. Today we have to dismiss that opinion, and since you are a promoter of peace, frankly speaking [I admire your] messages. I know your opinions from your articles, and they represent the right way.

Adnan Oktar: Thank you. What you say is very true and vital. This is the most important problem facing the world. But we will find a solution to it together. Because intelligent people of good intentions, people filled with love, are always the leaders of the world. What they say is always valid. The power that created the world always provides this opportunity for them. The power of good people, people of peace and love are always predominant. Our friends in Italy have suggested we hold a meeting to discuss how we can preserve and strengthen world peace, brotherhood and love in the face of ruthless terror organizations such as ISIS, and how we can put an end to this evil. We are thinking of holding the first of these meetings symbolically in Italy. We would like to invite you. 

Franco Frattini: Thank you very much. It would be a very interesting opportunity for me. I have been in Iraq a lot since the very beginning of the war in 2003, and I traveled a lot through the north of Iraq, from the city of Erbil to the city of Mosul, which is now in the hands of terrorists.

Adnan Oktar: Your being there in person at the heart of events is very important. Your having connections to events is very important. If the total power of Europe can be brought together under a single leader then world peace can easily be achieved. Europe needs to quickly coalesce around a single leader, and that leader needs to concentrate on love, peace and good intentions. You have already noted that.

Franco Frattini: Yes it is true. Sadly I am not so optimistic about the future concerning the leadership of Europe in dealing with this strategic situation, how to counter ISIS. Why I am saying this is because recently the European member states met at least twice to talk about these deaths and the horrible situation with children and women being raped and killed and men being tragically slaughtered. But what was the reaction? Every country will decide, will be free to decide how to support the legitimate government of Iraq. Each and every country will be free, so there will be no united political decision on such an issue.

Franco Frattini: What is absolutely necessary, what is badly needed, is an international coalition of people of good will, eminent personalities. Because unfortunately, knowing European institutions quite well from the inside, as I do having been vice-president of the European Commission for 4 years, I don’t think that Europe today is ready to become a global player overnight. Sadly.

A global network of eminent personalities with reputations for leadership would be feasible, possibly even more so than getting a united European foreign policy quickly. This is the positive lobbying for peace I would to describe.

Adnan Oktar: Of course, that would be very powerful. You are absolutely right. 

Franco Frattini: Unfortunately there are those, and some very powerful states in particular, that believe in defeating violence with more violence. But you will find always somebody who is stronger than you. This is a false delusion.

Adnan Oktar: If you try and eliminate violence through violence, that violence increases 3 or 4-fold. Then the response has to be that much greater. And that leads to a hellish climate. What you say is quite true. They seem to regard it as impossible to approach the matter with love, affection and reason. We need to get over that. That appears to be your opinion, too. I think that a meeting, even if only symbolic, would be very useful. I believe there is an urgent need for activities that can quickly bring rational people together. Love can resolve anything.

Franco Frattini: This would be really an excellent opportunity for my country, and also for the international community because we badly need a group of people recalling the importance of moral leadership.

Adnan Oktar: World Freemasonry can also become involved here. Freemasonry is silent at the moment. I do not think that is right. I think it would be very useful for world freemasonry and other such civil society organizations to become involved very quickly. We will also strive to include them in such a meeting. The situation is dangerous and critical, and we cannot let time go by.

Franco Frattini: Yes, I think we need a strategy, we need a vision we need something which does not affect innocent people any further. Because at the end of the day, as you know perfectly well. those who pay the price are the innocent people. Because the government can decide rightly or wrongly, and if tragedy happens it will happen to innocent people, vulnerable children, women and men. So the problem for me is to put human beings at the very center of our strategy, which has so far not been too much the case when it comes to the international community.

Adnan Oktar: This kind invitation and your feelings of responsibility are really excellent. I hope that people with the same quality and understanding as you will quickly coalesce in the days ahead. I believe that this is a sign from the Almighty God. I shall help you with all my might, and I believe you will help us. If we can tighten relations today, I think that we can produce a very good and core activity by holding this meeting in Italy. Thank you very much for your visit, I am delighted to have met you. We will continue to speak in the future. Finally, if there is anything you would like to add, please go ahead, otherwise we can have a short break.

Franco Frattini: Well the other point I have in mind is that in the vision I’m talking about we should include the spiritual values that can be and should be rooted in any modern society in today’s world. Spirituality is not an option, but a necessity in today’s world. When I listen to the Holy Father, Pope Francis, appealing for peace and compassion and reconciliation I wonder why only the Holy Father is the only religious leaders to appeal directly, straight to the people involved, for the killing to stop. So, an international coalition of all religious leaders of good will is also be badly needed.

Adnan Oktar: That is a most excellent comment. I believe that we are in the time when this will happen. The Pope’s sincere endeavors, and the fact he is a man of peace, are a sign of the return of Jesus the Messiah .

Franco Frattini: Yes, this extremely an important message for me. I very much appreciated, for example, how the Egyptian grand mufti appealed to those who are killing people in Iraq, in the name of the Qur’an, which is the exact opposite of the Qur’an. We should try to increase the messages from such religious leaders. This is also very important for me.

Dialog Europe Russia (DER): Conclusions on Ukrainian Crisis



(18-20 August 2014)

The Dialog-Europe-Russia Advisory Board met under the joint chairmanship of Wolfgang SCHÜSSEL (former Chancellor of Austria) and Anatoly CHUBAIS (russian politician and businessman) on 19th August 2014 in Salzburg. The meeting was conducted under the Chatham House Rules. Franco Frattini attended the Conference as former Italian Foreign Minister and President of SIOI (Italian Society for the International Organization).

After introductions by the Deputy Prime Minister of the Russian Federation Arkady DVORKOVICH (a Russian public servant and economist, who was appointed as Deputy Prime Minister in Dmitry Medvedev's Cabinet on 21 May 2012) concerning questions on Ukraine, sanctions and WTO and by the Vice-President of the European Commission Günther OETTINGER (European Commissioner for Energy) on energy and sanctions an open and substantial discussion among participants was held: intervention by a participant from Russia was followed up by a participant from the EU. 

At the end of the whole day discussions, conclusions could be reached on elements of an action program on issues concerning Ukraine, Russia and the EU

* Urgent conclusion of a ceasefire between Ukraine and the pro-Russia separatist in Eastern Ukraine with the full and effective monitoring of this ceasefire and border movements by the OSCE 

* Under the OSCE chairmanship convocation of a post post conflict conference with participation of engaged parties (all parts of Ukraine, Russian Federation, EU, USA, IMF etc.) with the aim of 
  • Elaboration of elements for a new constitution for Ukraine with a federal framework and protection of minorities (for example like Germany/Länder or Italy/South-Tyrol) to facilitate free and fair elections in all parts of the country. 
  • Elaboration of an operation calendar; the status of the Crimea should be dealt with at a later stage when better confidence has been established. 
  • Convening of a pledging conference for reconstruction of infrastructure and cleaning of ecological damages (especially in the East) and for reforms in Ukraine 
* Finalisation of Association Agreements - parallel with an expert working group to examine and avoid negative consequences for third parties (f.i. Russia). 

* To stop a humanitarian winter catastrophe 2014/15: Urgent elaboration of a support package securing water and energy supply to the Crimea from Ukraine (70% dependency) and the energy supply for Ukraine and the gas transit to the EU. 

* Longer term objective: a new basic agreement EU-Russia and elaboration of a free trade zone Russian Federation and EU from Lisbon to Vladivostok with the aim to establish an economic powerhouse which could be in a position to successfully compete in the globalised world. 

The participants expressed the hope that the present confrontation – which could lead to a radicalisation in segments of the population and endanger economic development in Ukraine, Russia and the EU – will be, as soon as feasible, replaced by an overall cooperation.
